3 | everything after the enacting clause with the following:

4 | "Section 5. The Illinois Speech-Language Pathology and

5 | Audiology Practice Act is amended by changing Section 2 as | ||||||
6 | follows:

8 | (Section scheduled to be repealed on January 1, 2018)

9 | Sec. 2. Legislative Declaration of Public Policy. The
The | ||||||
10 | practice of
Speech-Language Pathology and Audiology in the | ||||||
11 | State of Illinois is hereby
declared to affect the public | ||||||
12 | health, safety and welfare and to be subject
to regulation and | ||||||
13 | control in the public interest. It is further declared
to be a | ||||||
14 | matter of public interest and concern that the speech-language
| ||||||
15 | pathology and audiology professions merit and receive the | ||||||
16 | confidence of the
public and that only qualified persons be |
| |||||||
| |||||||
1 | permitted to practice this
profession in the State of Illinois. | ||||||
2 | This Act shall be liberally construed
to carry out these | ||||||
3 | objectives and purposes. | ||||||
4 | It is further declared to be the public policy of this | ||||||
5 | State, pursuant to
subsections (h) and (i) of Section 6 of | ||||||
6 | Article VII of the Illinois
Constitution of 1970, that any | ||||||
7 | power or function set forth in this Act to
be exercised by the | ||||||
8 | State is an exclusive State power or function. Such
power or | ||||||
9 | function shall not be exercised concurrently, either directly | ||||||
10 | or
indirectly, by any unit of local government, including home | ||||||
11 | rule units,
except as otherwise provided in this Act.
