AMENDMENT TO HOUSE BILL 5289

    AMENDMENT NO. ______. Amend House Bill 5289, AS AMENDED, by

replacing everything after the enacting clause with the 
4
following:

    "Section 5. The State Finance Act is amended  by adding 
6
Sections 5.756 and 6z-82 as follows:
 
7
    (30 ILCS 105/5.756 new)
8
    Sec. 5.756. The Public Library Support Fund.
 
9
    (30 ILCS 105/6z-82 new)
10
    Sec. 6z-82. Public Library Support Fund; creation.  The 
11
Public Library Support Fund is created as a special fund in the 
12
State treasury.  Within 30 days after the first day of each 
13
State fiscal year, the Secretary of State shall calculate an 
14
amount equal to $20 multiplied by the number of residents of 
15
each public library district in the State in which at least 30%

of the residents report a household income at or below the 
2
federal poverty level.  The Secretary of State shall certify the 
3
calculated amount to the State Comptroller and direct the State 
4
Comptroller to transfer the amount from the General Revenue 
5
Fund to the Public Library Support Fund.  Subject to 
6
appropriation, the Secretary of State shall use moneys in the 
7
Public Library Support Fund to make grants to those public 
8
library districts.  No public library district may receive more 
9
than $20 per resident of that public library district from the 
10
Fund in any State fiscal year.  Any interest earned on moneys in 
11
the Public Library Support Fund shall be deposited into the 
12
Fund.

    Section 99. Effective date. This Act takes effect upon 
14
becoming law.".
