    AMENDMENT NO. ______. Amend House Bill 5378, AS AMENDED,

with reference to page and line numbers of Senate Amendment No. 
4
2, on page 2, by replacing lines 18 and 19 with the following:

"be subject to periodic Commission review.

    Reasonable start-up costs and administrative costs 
7
associated with the gas utility's purchase of receivables 
8
should in the first instance be recovered from alternative gas 
9
suppliers through the utility's discount rate or a monthly per 
10
bill fee assessed by the utility on those alternative gas 
11
suppliers who have the utility purchase their receivables.  A 
12
portion of the utility's reasonable start-up costs (subject to 
13
reasonable carrying charges as determined by the Commission) 
14
may be deferred for later recovery from alternative gas 
15
suppliers who have the utility purchase their receivables 
16
through the discount rate or monthly per bill fee if such 
17
deferral is deemed to be necessary by the Commission.
18
    The gas utility retains the right to impose the same terms
