SYNOPSIS AS INTRODUCED:
 
740 ILCS 174/15.1 new

    Amends the Whistleblower Act. Provides that a State agency may not retaliate against an employee of that agency who discloses information about the policies or operations of that State agency in a court, an administrative hearing, or before a legislative commission or committee, or in any other proceeding, where the employee has, at the time of the disclosure, reasonable cause to believe that the information is true. Provides that a State agency may not retaliate against an employee of that agency who discloses information about the policies or operations of that State agency to a government or law enforcement agency or to the media where the employee has reasonable cause to believe, at the time of disclosure, that the disclosed information is true. Effective immediately.

1     AN ACT concerning civil law.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Whistleblower Act is amended by adding
5 Section 15.1 as follows:
 
6     (740 ILCS 174/15.1 new)
7     Sec. 15.1. Retaliation for certain State agency employee
8 disclosures prohibited.
9     (a) A State agency may not retaliate against an employee of
10 that agency who discloses information about the policies or
11 operations of that State agency in a court, an administrative
12 hearing, or before a legislative commission or committee, or in
13 any other proceeding, where the employee has reasonable cause
14 to believe, at the time of the disclosure, that the information
15 is true.
16     (b) A State agency may not retaliate against an employee of
17 that agency for disclosing information about the policies or
18 operations of that State agency to a government or law
19 enforcement agency or to the media where the employee has
20 reasonable cause to believe, at the time of disclosure, that
21 the information is true.
 
22     Section 99. Effective date. This Act takes effect upon
