AMENDMENT TO HOUSE BILL 5699

    AMENDMENT NO. ______. Amend House Bill 5699 on page 4, by 
3
replacing lines 7 through 9 with the following:

"beliefs as those held by that religious institution; provided, 
5
however, that:


6
        (1) the best interest of the child must always be the 
7
    primary factor in placement decisions;
8
        (2) an agency's religious preference for placement 
9
    must never override the birth parent's religious 
10
    preference in making a placement decision;
11
        (3) if an agency uses religion as a factor in making a 
12
    placement decision, this must be disclosed to prospective 
13
    adoptive applicants before any fees are accepted by the 
14
    agency; and
15
        (4) if an agency uses religion as a factor in making a 
16
    placement decision, this must be disclosed to all birth 
17
    parents seeking counseling or placement services at the 
18
    outset of services.".
