Amends the Illinois Procurement Code. Requires that each chief procurement officer establish a goal of at least 10% of the total dollar amount of State contracts of agencies under the officer's jurisdiction to be awarded to veteran-owned businesses.

| AN ACT concerning finance.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Procurement Code is amended by |
5 |
| adding Section 45-57.5 as follows: |
6 |
| (30 ILCS 500/45-57.5 new) |
7 |
| Sec. 45-57.5. Veteran-owned businesses. |
8 |
| (a) As used in this Section: |
9 |
| (1) "Armed Forces" means the United States Army, Navy, |
10 |
| Marine Corps, Air Force, and Coast Guard. |
11 |
| (2) "Veteran" means a person who served in the United |
12 |
| States Armed Forces, a reserve component of the United |
13 |
| States Armed Forces, or the Illinois National Guard and who |
14 |
| was discharged (i) honorably, (ii) due to hardship, or |
15 |
| (iii) due to a service-connected disability. |
16 |
| (3) "Veteran-owned business" means a business concern |
17 |
| (i) at least 51% of which is owned by one or more veterans |
18 |
| or, in the case of a corporation, at least 51% of the stock |
19 |
| of which is owned by one or more veterans and (ii) the |
20 |
| management and daily business operations of which are |
21 |
| conducted by one or more veterans. |

| (b) At least 10% of the total dollar amount of State |
23 |
| contracts of all agencies under his or her jurisdiction shall |
