Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require (1) that a utility must require adequate proof of identification before it switches service to another person and (2) that the account of a customer may not be in the name of a person who is under 18 years of age. Effective July 1, 2010.

| AN ACT concerning utilities.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Public Utilities Act is amended by adding |
5 |
| Section 8-515 as follows: |

| (220 ILCS 5/8-515 new) |
7 |
| Sec. 8-515. Proof of identification before service switch; |
8 |
| account in minor's name prohibited. The Commission shall |
9 |
| require (1) that a utility must require adequate proof of |
10 |
| identification before it switches service to another person and |
11 |
| (2) that the account of a customer may not be in the name of a |
12 |
| person who is under 18 years of age.

| Section 99. Effective date. This Act takes effect July 1, |
14 |
| 2010.
