| AMENDMENT NO. ______. Amend House Bill 5888 on page 2, |

| immediately below line 15, by inserting the following:

| "(v) In an arbitration proceeding between a public |
| 5 |
| employer and a labor organization, as those terms are |
| 6 |
| defined by the Illinois Public Labor Relations Act, the |
| 7 |
| arbitrators shall be confined to interpreting the |
| 8 |
| collective bargaining agreement unless some other standard |
| 9 |
| is agreed to by the parties.".
