2 | AMENDMENT NO. ______. Amend House Bill 6063 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Illinois Act on the Aging is amended by | ||||||
5 | changing Section 4.02c as follows: | ||||||
6 | (20 ILCS 105/4.02c) | ||||||
7 | Sec. 4.02c. Comprehensive Care in Residential Settings | ||||||
8 | Demonstration Project.
| ||||||
9 | (a) The Department may establish and fund a demonstration | ||||||
10 | program of bundled services designed to support the specialized | ||||||
11 | needs of clients who qualify for Community Care Program | ||||||
12 | services and reside in projects designated by the Department as | ||||||
13 | Comprehensive Care Residential Settings. currently residing in | ||||||
14 | projects that were formerly designated as Community Based | ||||||
15 | Residential Facilities. Participating Designated projects must | ||||||
16 | hold a valid license, which remains unsuspended, unrevoked, and |

1 | unexpired, under the provisions of the Assisted Living and | ||||||
2 | Shared Housing Act. | ||||||
3 | (b) The designated projects in the demonstration program | ||||||
4 | must include, at a minimum: | ||||||
5 | (1) 3 meals per day; | ||||||
6 | (2) routine housekeeping services; | ||||||
7 | (3) 24-hour-a-day security; | ||||||
8 | (4) an emergency response system; | ||||||
9 | (5) personal laundry and linen service; | ||||||
10 | (6) assistance with activities of daily living; | ||||||
11 | (7) medication management; and | ||||||
12 | (8) money management. | ||||||
13 | Optional services, such as transportation and social | ||||||
14 | activities, may be provided. | ||||||
15 | (c) Reimbursement for the program shall be based on the | ||||||
16 | client's level of need and functional impairment, as determined | ||||||
17 | by the Department. Clients must meet all eligibility | ||||||
18 | requirements established by rule. The Department may establish | ||||||
19 | a capitated reimbursement mechanism based on the client's level | ||||||
20 | of need and functional impairment. Reimbursement for program | ||||||
21 | must be made to the Department-contracted provider delivering | ||||||
22 | the services. | ||||||
23 | (d) The Department shall adopt rules and provide oversight | ||||||
24 | for the project, with assistance and advice provided by the | ||||||
25 | Community Care Program Advisory Committee Assisted Living and | ||||||
26 | Shared Housing Advisory Board and Assisted Living and Shared |

1 | Housing Quality of Life Committee. | ||||||
2 | The project may be funded through the Department | ||||||
3 | appropriations that may include Medicaid waiver funds. | ||||||
4 | (e) The Department, in consultation with the Assisted | ||||||
5 | Living and Shared Housing Advisory Board, may report to the | ||||||
6 | General Assembly on the results of the demonstration project. | ||||||
7 | The report may include, without limitation, any | ||||||
8 | recommendations for changes or improvements, including changes | ||||||
9 | or improvements in the administration of the program and an | ||||||
10 | evaluation.

12 | Section 99. Effective date. This Act takes effect upon | ||||||
13 | becoming law.".
