Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require that if a customer elects to suspend gas service for a portion of the year, then the gas utility may not charge that customer a gas meter fee or penalty during the period that service is suspended. Effective July 1, 2010.

| AN ACT concerning utilities.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Public Utilities Act is amended by adding |
| 5 |
| Section 8-515 as follows: |
| 6 |
| (220 ILCS 5/8-515 new) |
| 7 |
| Sec. 8-515. Voluntary suspension of gas service; fees |
| 8 |
| prohibited. The Commission shall require that if a customer |
| 9 |
| elects to suspend gas service for a portion of the year, then |
| 10 |
| the gas utility may not charge that customer a gas meter fee or |
| 11 |
| penalty during the period that service is suspended.

| Section 99. Effective date. This Act takes effect July 1, |
| 13 |
| 2010.
