| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Governor's Office of Management and Budget |
| 5 |
| Act is amended by adding Section 7.3 as follows:
|

| Sec. 7.3. Annual economic and fiscal policy report. By |
| 8 |
| January 1 of each year, the Governor's Office of Management and |
| 9 |
| Budget shall submit an economic and fiscal policy report to the |
| 10 |
| General Assembly. The report must outline the long-term |
| 11 |
| economic and fiscal policy objectives of the State, the |
| 12 |
| economic and fiscal policy intentions for the upcoming fiscal |
| 13 |
| year, and the economic and fiscal policy intentions for the |
| 14 |
| following 2 fiscal years. The report must highlight the total |
| 15 |
| level of revenue, expenditure, deficit or surplus, and debt |
| 16 |
| with respect to each of the reporting categories. The report |
| 17 |
| must be posted on the Office's Internet website and allow |
| 18 |
| members of the public to post comments concerning the report.

| Section 99. Effective date. This Act takes effect upon |
| 20 |
| becoming law.
