1 | AN ACT concerning health.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Structural Pest Control Act is amended by | ||||||
5 | adding Section 10.15 as follows: | ||||||
6 | (225 ILCS 235/10.15 new) | ||||||
7 | (Section scheduled to be repealed on January 1, 2012) | ||||||
8 | Sec. 10.15. Findings and Council report. The General | ||||||
9 | Assembly makes the following findings: | ||||||
10 | (1) The quality of life for a growing number of | ||||||
11 | Illinois families has
been impacted by a significant | ||||||
12 | increase in bed bug (Cimex lectularius)
infestations. | ||||||
13 | (2) A joint EPA/CDC statement recognizes bed bugs as a
| ||||||
14 | pest of public health importance. | ||||||
15 | (3) Bed bug infestations are increasing, are
difficult | ||||||
16 | to abate, and pose a challenge to those affected by those
| ||||||
17 | infestations. | ||||||
18 | (4) There is a lack of public awareness about
bed bug | ||||||
19 | prevention, management, and control, necessitating the
| ||||||
20 | need for education of consumers, tenants, landlords, | ||||||
21 | property owners, and
managers. | ||||||
22 | (5) In April of 2009, the United States Environmental
| ||||||
23 | Protection Agency held its first National Bed Bug Summit to
|
| |||||||
| |||||||
1 | solicit recommendations on dealing with the growing public
| ||||||
2 | nuisance of bed bugs; among the major recommendations
| ||||||
3 | emanating from the summit was the importance of legislative
| ||||||
4 | support and better education about bed bugs for governments
| ||||||
5 | and elected officials. | ||||||
6 | (6) It is in the public interest to
study the increase | ||||||
7 | in bed bug infestations and make
specific recommendations | ||||||
8 | for addressing this growing public
nuisance. | ||||||
9 | The Structural Pest Control Advisory Council shall convene | ||||||
10 | a
subcommittee to develop a report to the General Assembly with
| ||||||
11 | recommendations on the prevention, management, and control of | ||||||
12 | bed bug
infestations. The report shall include, but not be | ||||||
13 | limited to,
recommendations related to the availability of | ||||||
14 | education materials on
bed bug prevention, management, and | ||||||
15 | control; proper transport, storage,
and disposal of bed bug | ||||||
16 | infested materials; promote the development of
effective | ||||||
17 | treatment methods or options to eradicate bed bug
infestation; | ||||||
18 | and increasing knowledge and awareness among tenants,
| ||||||
19 | landlords, and property managers and owners about preventing | ||||||
20 | bed bug
infestations. | ||||||
21 | In addition to the members of the Structural Pest Control | ||||||
22 | Advisory
Council, the subcommittee may include: a | ||||||
23 | representative of a nonprofit
organization, particularly one | ||||||
24 | involved with tenant advocacy issues; a
representative of | ||||||
25 | apartment associations; and staff from the Illinois
Housing | ||||||
26 | Development Authority and the Office of the Illinois Attorney |

1 | General. The
members of the subcommittee shall serve without | ||||||
2 | compensation for their
duties or expenses incurred with the | ||||||
3 | work of the subcommittee. | ||||||
4 | The Structural Pest Control Advisory Council shall issue | ||||||
5 | its
report to the General Assembly on or before December 31, | ||||||
6 | 2011. This Section is repealed on January 1, 2012.

7 | Section 99. Effective date. This Act takes effect upon | ||||||
8 | becoming law.
