Amends the Counties Code. Provides that after a public hearing, the Whiteside County Board may, by ordinance, provide for the transfer of surplus moneys from special funds maintained by the recorder or circuit clerk into the county's general fund until January 1, 2014. Sets forth the hearing requirements. Effective immediately.

| AN ACT concerning local government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Counties Code is amended by adding Section |
5 |
| 6-1002.7 as follows: |

| (55 ILCS 5/6-1002.7 new) |

| Sec. 6-1002.7. Whiteside County; transfer of moneys to |
8 |
| county's general fund. After a public hearing, the Whiteside |
9 |
| County Board may, by ordinance, provide for the transfer of |
10 |
| surplus moneys from special funds maintained by the recorder or |
11 |
| circuit clerk into the county's general fund until January 1, |
12 |
| 2014. Notice of the public hearing must be published at least |
13 |
| once no less than 7 and no more than 30 days before the |
14 |
| hearing. The notice must be published in a newspaper of general |
15 |
| circulation within the county.

| Section 99. Effective date. This Act takes effect upon |
17 |
| becoming law.
