Amends the School Code. Requires the State Board of Education to establish a 2-year pilot program in which graduate students author textbooks for students in kindergarten through grade 12. Provides that the textbook must be written by a graduate student attending a public university in this State, submitted to a professor at that university for editing and approval, and submitted to the State Board for final approval. If approved, requires the State Board to have the textbook published and made available to school districts.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The School Code is amended by adding Section |
5 |
| 28-50 as follows: |

| (105 ILCS 5/28-50 new) |

| Sec. 28-50. Textbook pilot program. The State Board of |
8 |
| Education shall establish a 2-year pilot program in which |
9 |
| graduate students author textbooks for students in |
10 |
| kindergarten through grade 12. Under the program, the textbook |
11 |
| must be written by a graduate student attending a public |
12 |
| university in this State and submitted to a professor at that |
13 |
| university for editing and approval. Once approved, the |
14 |
| textbook must be submitted to the State Board for final |
15 |
| approval. If approved by the State Board, the State Board shall |
16 |
| have the textbook published and made available to school |
17 |
| districts. The State Board shall adopt standards for the |
18 |
| textbooks and may adopt any rules necessary to implement the |
19 |
| program.
