| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The State Finance Act is amended by adding |
| 5 | | Section 5.755 as follows:
|

| 7 | | Sec. 5.755. The Chicago Police Memorial Foundation Fund.
|
| 8 | | Section 10. The Illinois Vehicle Code is amended by adding |
| 9 | | Section 3-694 as
follows:
|
| 10 | | (625 ILCS 5/3-694 new) |
| 11 | | Sec. 3-694. Chicago Police Memorial Foundation license |
| 12 | | plates.
|
| 13 | | (a) The Secretary, upon receipt of all applicable fees and |
| 14 | | applications
made in the form prescribed by the Secretary, may |
| 15 | | issue special registration
plates designated as Chicago Police |
| 16 | | Memorial Foundation license plates to active or retired law |
| 17 | | enforcement officers and their family members, surviving |
| 18 | | family members of deceased law enforcement officers, and |
| 19 | | members of or donors to the Chicago Police Memorial Foundation. |
| 20 | | The special plates issued under this Section shall be |
| 21 | | affixed only to
passenger vehicles of the first division or |

| 1 | | motor vehicles of the second
division weighing not more than |
| 2 | | 8,000 pounds. |
| 3 | | Plates issued under this Section shall expire according to |
| 4 | | the multi-year
procedure established by Section 3-414.1 of this |
| 5 | | Code.
|
| 6 | | (b) The design and color of the plates is wholly within the |
| 7 | | discretion of
the Secretary. The
Secretary
may allow the plates |
| 8 | | to be issued as vanity plates or personalized under
Section
|
| 9 | | 3-405.1 of the Code. Appropriate documentation, as determined |
| 10 | | by the
Secretary, shall accompany each application. The |
| 11 | | Secretary shall prescribe stickers or decals as
provided under |
| 12 | | Section 3-412 of this Code.
|
| 13 | | (c) An applicant for the special plate shall be charged a |
| 14 | | $25 fee for
original issuance in addition to the appropriate |
| 15 | | registration fee. Of this
fee, $10 shall be deposited into the |
| 16 | | Chicago Police Memorial Foundation Fund and $15 shall be
|
| 17 | | deposited into the Secretary of State Special License Plate |
| 18 | | Fund, to be used by
the Secretary to help defray the |
| 19 | | administrative processing costs.
|
| 20 | | For each registration renewal period, a $25 fee, in |
| 21 | | addition to the
appropriate registration fee, shall be charged. |
| 22 | | Of this fee, $23 shall be
deposited into the Chicago Police |
| 23 | | Memorial Foundation Fund and $2 shall be deposited into the
|
| 24 | | Secretary of State Special License Plate Fund.
|
| 25 | | (d) The Chicago Police Memorial Foundation Fund is created |
| 26 | | as a special fund in the State
treasury. All moneys in the |
|

| 1 | | Chicago Police Memorial Foundation Fund shall be paid, subject |
| 2 | | to
appropriation
by the General Assembly
and approval by the |
| 3 | | Secretary, as grants to the Chicago Police Memorial Foundation |
| 4 | | for
maintenance of a memorial and park, holding an annual |
| 5 | | memorial commemoration, giving scholarships to children of |
| 6 | | police officers killed or catastrophically injured in the line |
| 7 | | of
duty, providing financial assistance to police officers and |
| 8 | | their families when a police officer is killed or injured in |
| 9 | | the line of
duty, and paying the insurance premiums for police |
| 10 | | officers who are terminally ill.
|
| 11 | | Section 99. Effective date. This Act takes effect upon |
| 12 | | becoming law. |
