HOUSE JOINT RESOLUTION

    WHEREAS, Section 14.1 of the Toll Highway Act provides that 
3
prior to the

issuance of bonds for or the commencement of 
4
construction of any new toll highway,

that particular toll 
5
highway shall be authorized by joint resolution of the General


6
Assembly; and

 
7
    WHEREAS, The General Assembly finds that it is in the best 
8
interests of the

people of the State of Illinois to expand the 
9
toll highway system; therefore, be it

 
10
    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
11
NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 
12
SENATE CONCURRING HEREIN, that the facts found in the preamble 
13
of this resolution are hereby found to be true and correct; and 
14
be it further

 
15
    RESOLVED, That the Illinois State Toll Highway Authority be 
16
authorized to
expand the Illinois toll highway system to 
17
include a Bypass to O'Hare International
Airport (commonly 
18
known as Western Access) to be constructed generally along the

19
western edge of the O'Hare International Airport between I-90 
20
(Northwest/Jane Addams
Tollway) and I-294 (Tri-State Tollway), 
21
and
with the extension to be constructed in a generally 
22
east-west direction between west of
I-290 (near Roselle Road)

at the west and the Bypass at the east (commonly known as the

2
Elgin-O'Hare Expressway); and be it further
 
3
    RESOLVED, That construction of the referenced Bypass be 
4
completed no later

than December 31, 2015; and be it further
 
5
    RESOLVED, That the completion of said construction by 2015 
6
is necessary to

ensure operational stability for vehicular 
7
traffic on the west side of the Airport with the

completion of 
8
the improvements associated with the O'Hare Modernization 
9
Program and

the creation of approximately 44,000 new jobs 
10
created resulting from the referenced

improvement; and be it 
11
further
 
12
    RESOLVED, That the referenced completion comports with the 
13
timeline required

for the many infrastructure improvements 
14
required to be in place for the City of Chicago

to host the 
15
2016 Olympic Games; and be it further
 
16
    RESOLVED, That a copy of this preamble and resolution be 
17
immediately

forwarded to each of the Directors of the Illinois 
18
State Toll Highway Authority.
