| HOUSE JOINT RESOLUTION
|

| WHEREAS, The economic downturn is having a critical impact |
3 |
| on everyday Americans who are struggling to maintain or find |
4 |
| jobs in an increasingly difficult environment; and
|
5 |
| WHEREAS, Those same Americans are the taxpayers that |
6 |
| provide the revenue needed to operate essential government |
7 |
| services; and
|
8 |
| WHEREAS, Congress has approved and President Obama has |
9 |
| signed into law a taxpayer-sponsored economic recovery package |
10 |
| that will provide billions of dollars to help economically |
11 |
| devastated cities and states immediately provide jobs to |
12 |
| millions of out-of-work Americans through considerable |
13 |
| infrastructure rebuilding, green energy projects, and other |
14 |
| projects that will require manufactured components; and
|
15 |
| WHEREAS, Our taxpayer dollars should be spent to maximize |
16 |
| the creation of American jobs and to restore the economic |
17 |
| vitality of our communities; and
|
18 |
| WHEREAS, Any domestically produced products that are |
19 |
| purchased with economic recovery plan moneys will immediately |
20 |
| help struggling American families and will help to stabilize |
21 |
| our greater economy; and
|

| WHEREAS, Any economic recovery plan spending should, to the |
2 |
| extent possible, include a commitment from the State to buy |
3 |
| materials, goods, and services that are produced within the |
4 |
| United States, thus employing the very workers who pay the |
5 |
| taxes for the economic recovery plan spending in the first |
6 |
| place; therefore, be it
|
7 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
8 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
9 |
| SENATE CONCURRING HEREIN, that the State will work to maximize |
10 |
| the creation of American jobs and restore economic growth and |
11 |
| opportunity by spending economic recovery plan funds on |
12 |
| products and services that both create jobs and help keep |
13 |
| Americans employed; and be it further
|
14 |
| RESOLVED, That the State commits to purchasing only |
15 |
| products and services that are made or performed in the United |
16 |
| States whenever and wherever possible with any economic |
17 |
| recovery moneys provided to the State by the American |
18 |
| taxpayers; and be it further |
19 |
| RESOLVED, That the State will publish any requests to waive |
20 |
| these procurement priorities so as to give American workers and |
21 |
| producers the opportunity to identify and provide the American |
22 |
| products and services that will maximize the success of our |
