1 | HOUSE JOINT RESOLUTION 83
| ||||||
2 | WHEREAS, Illinois is experiencing a budget crisis that is | ||||||
3 | one of the worst in the State's long history; and
| ||||||
4 | WHEREAS, The financial condition of the State is affecting | ||||||
5 | individuals, families, social services providers and their | ||||||
6 | clients, State employees, units of local governments, | ||||||
7 | educational institutions, businesses and other enterprises, | ||||||
8 | large and small, and in some cases the State's financial | ||||||
9 | condition is leaving those impacted without any avenue for | ||||||
10 | relief; and
| ||||||
11 | WHEREAS, Hundreds of millions of dollars of revenue to the | ||||||
12 | State have been lost due to the recession that has gripped the | ||||||
13 | entire nation; and
| ||||||
14 | WHEREAS, At present Illinois has a budget shortfall that | ||||||
15 | all agree is measured in billions of dollars; and
| ||||||
16 | WHEREAS, The State of Illinois cannot ignore the talent of | ||||||
17 | experienced Illinois citizen leaders who can assist the | ||||||
18 | Governor and the General Assembly in identifying all | ||||||
19 | appropriate means of effecting savings and gathering more | ||||||
20 | income; and

1 | WHEREAS, The effort made by the officials who share | ||||||
2 | responsibility for governing the State of Illinois in this | ||||||
3 | budget crisis must give a high priority to serving the people | ||||||
4 | of Illinois and allow that important principle to guide all | ||||||
5 | decisions made, in matters temporary or permanent; therefore, | ||||||
6 | be it
| ||||||
7 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
8 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
9 | SENATE CONCURRING HEREIN, that the 2010 State Financial Crisis | ||||||
10 | Task Force is established within the Department of Commerce and | ||||||
11 | Economic Opportunity to address all appropriate means of | ||||||
12 | cutting State government costs, identifying efficiencies that | ||||||
13 | can be effected in State government and in the other entities | ||||||
14 | that the State funds or serves, and obtaining more revenue and | ||||||
15 | funding for the State of Illinois, all while maintaining as a | ||||||
16 | high priority service to the people of Illinois; and be it | ||||||
17 | further
| ||||||
18 | RESOLVED, That the Task Force shall consist of 8 persons, | ||||||
19 | to be appointed as follows: | ||||||
20 | (1) Two members appointed by the Speaker of the House
| ||||||
21 | of Representatives; and | ||||||
22 | (2) Two members appointed by the Minority Leader of the
| ||||||
23 | House of Representatives; and | ||||||
24 | (3) Two members appointed by the President of the

1 | Senate; and | ||||||
2 | (4) Two members appointed by the Minority Leader of the
| ||||||
3 | Senate; and be it further
| ||||||
4 | RESOLVED, That the Task Force shall deliver a written | ||||||
5 | report to the General Assembly and the Governor by an early | ||||||
6 | date, jointly established by the Speaker of the House of | ||||||
7 | Representatives, the Minority Leader of the House of | ||||||
8 | Representatives, the President of the Senate, and the Minority | ||||||
9 | Leader of the Senate, that makes findings and recommendations, | ||||||
10 | and upon filing this report, the Task Force shall be available | ||||||
11 | to assist the General Assembly as it addresses the budget | ||||||
12 | crisis during 2010; and be it further
| ||||||
13 | RESOLVED, That the Department of Commerce and Economic | ||||||
14 | Opportunity shall provide administrative and other support to | ||||||
15 | the Task Force and that the members of the Task Force shall be | ||||||
16 | reimbursed for their travel expenses and subject to the rules | ||||||
17 | of the appropriate travel control board; and be it further

18 | RESOLVED, That a suitable copy of this resolution be | ||||||
19 | delivered to the Governor.
