| HOUSE JOINT RESOLUTION
|

| WHEREAS, The State College Housing Construction Act limits |
| 3 |
| the authority of the governing boards of State colleges and |
| 4 |
| universities to construct or operate, directly or indirectly |
| 5 |
| through any other public or private organization, any new |
| 6 |
| housing project without the prior approval and determination of |
| 7 |
| the General Assembly that the specific project is in the public |
| 8 |
| interest; and
|
| 9 |
| WHEREAS, Through legislation, the General Assembly has |
| 10 |
| authorized the Town of Normal and encouraged local |
| 11 |
| improvements, revitalization efforts, and a public-private |
| 12 |
| partnership in economic development through the creation of a |
| 13 |
| tax increment financing district, which is located in proximity |
| 14 |
| to the Illinois State University campus; and
|
| 15 |
| WHEREAS, Illinois State University wishes to fulfill some |
| 16 |
| of its needs for additional student housing near campus by |
| 17 |
| encouraging private investment and cooperatively expand its |
| 18 |
| role
in economic development and its efforts to work with |
| 19 |
| appropriate
State and private agencies, local community |
| 20 |
| leaders, and others
interested in economic development and |
| 21 |
| redevelopment; and
|
| 22 |
| WHEREAS, The General Assembly finds that the Board of
|
|

| Trustees of Illinois State University will be selecting
a |
| 2 |
| developer or developers through a competitive process to |
| 3 |
| develop
new, private apartment or suite-style student housing |
| 4 |
| near
campus to replace older, on-campus residence halls that |
| 5 |
| will
not comply with new State fire statutes and codes after |
| 6 |
| 2012
without extensive remodeling that is cost-prohibitive to |
| 7 |
| the
University; and
|
| 8 |
| WHEREAS, These new facilities would serve Illinois State
|
| 9 |
| University and its students, improve the community and region, |
| 10 |
| promote local economic development and redevelopment,
and |
| 11 |
| create needed additional construction jobs; therefore, be it
|
| 12 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 13 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
| 14 |
| SENATE CONCURRING HEREIN, that we approve and
determine to be |
| 15 |
| in the public interest, pursuant to the State
College Housing |
| 16 |
| Construction Act, projects on land or lands owned by
the Board |
| 17 |
| of Trustees of Illinois State University or
privately owned |
| 18 |
| land or lands, or both, and leased for the purpose of
|
| 19 |
| construction, maintenance, and
operation of a residential |
| 20 |
| housing complex for students of Illinois State University by a |
| 21 |
| private firm or firms, partnership or partnerships,
or |
| 22 |
| corporation or corporations selected through a competitive |
| 23 |
| process, under
the terms and conditions as the Board of |
| 24 |
| Trustees may deem advisable; and be it further
