HOUSE JOINT RESOLUTION

    WHEREAS, Subsection (b) of Section 2 of Article VIII 
3
(Finance) of the Constitution of Illinois states the following 
4
requirement: "Appropriations for a fiscal year shall not exceed 
5
funds estimated by the General Assembly to be available during 
6
that year."; and
  
 
7
    WHEREAS, Pursuant to this constitutional mandate, 
8
subsection (a) of Section 4 of the Commission on Government 
9
Forecasting and Accountability Act (25 ILCS 155/4(a)) directs 
10
the Commission to publish, on the third Wednesday in March of 
11
each year, revised revenue estimates for the approaching fiscal 
12
year; and
  
 
13
    WHEREAS, On March 16, 2010, the Commission released an "FY 
14
2011 Economic Forecast and Revenue Estimate" for the 
15
approaching fiscal year, in line with the statutory mandate of 
16
Section 4; and
  
 
17
    WHEREAS, On March 16, 2010, the Commission estimated that 
18
the State of Illinois will enjoy total general funds revenues, 
19
including budget stabilization funds transfers, of 
20
$26,833,000,000 in fiscal year 2011; and
  
 
21
    WHEREAS, On March 16, 2010, the Commission estimated that

the State of Illinois will enjoy total State revenues, 
2
including both general funds and non-general funds revenues, of 
3
$59,826,000,000 in fiscal year 2011; therefore, be it

    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
5
NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 
6
SENATE CONCURRING HEREIN, that we adopt the FY 2011 Economic 
7
Forecast and Revenue Estimate submitted to the General Assembly 
8
by the Commission on Government Forecasting and Accountability 
9
on March 16, 2010 as the funds estimated by the General 
10
Assembly to be available during the fiscal year beginning July 
11
1, 2010, for the purposes of subsection (b) of Section 2 of 
12
Article VIII of the Illinois Constitution; and be it further
  
 
13
    RESOLVED, That suitable copies of this resolution be 
14
delivered to the Speaker of the Illinois House of 
15
Representatives, the President of the Illinois Senate, the 
16
House Minority Leader, and the Senate Minority Leader.
