| HOUSE JOINT RESOLUTION
|

| WHEREAS, The Illinois General Assembly has found that human |
| 3 |
| service providers in the State of Illinois are experiencing |
| 4 |
| serious and sustained financial problems, in part due to the |
| 5 |
| State's failure to make timely payments on contracts to service |
| 6 |
| providers; and
|
| 7 |
| WHEREAS, These problems will be exacerbated by the failure |
| 8 |
| of the State to provide adequate notice of changes to State |
| 9 |
| contracts because the service providers are bound by both best |
| 10 |
| practice and personnel policies to give clients and staff |
| 11 |
| adequate notice to termination of services and employment; |
| 12 |
| therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 14 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
| 15 |
| SENATE CONCURRING HEREIN, that the State shall provide a |
| 16 |
| minimum of 21 days (3 weeks) notice of any change to a State |
| 17 |
| contract or a change between a FY10 contract and a FY11 |
| 18 |
| contract.
