| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives are pleased to congratulate William G. Grams, | ||||||
| 4 | President of the Illinois Road and Transportation Builders | ||||||
| 5 | Association, on his upcoming retirement; and
| ||||||
| 6 | WHEREAS, He has been President of the Illinois Road and | ||||||
| 7 | Transportation Builders Association
since December of 1996; he | ||||||
| 8 | is responsible for the formulation and implementation of the | ||||||
| 9 | annual work program for the Association, including | ||||||
| 10 | legislation, IDOT and local government liaison, training, | ||||||
| 11 | technical support, collective bargaining coordination, and | ||||||
| 12 | public and governmental relations; and
| ||||||
| 13 | WHEREAS, From July 1991 to December 1996 he was the Village | ||||||
| 14 | Manager for the Village of Inverness; he was responsible for | ||||||
| 15 | overseeing the delivery of all municipal services to Village | ||||||
| 16 | residents, including public works and streets, police, finance | ||||||
| 17 | and building, and zoning; and
| ||||||
| 18 | WHEREAS, From March 1991 to December 1996 he served as | ||||||
| 19 | President of Barrington Group Limited, where he was CEO of a | ||||||
| 20 | multi-faceted 10 person municipal consulting consortium | ||||||
| 21 | specializing in lobbying, municipal service delivery, and | ||||||
| 22 | technical research; and from August 1989 to March 1991 he was | ||||||

| |||||||
| 1 | the Executive Director of the Home Builders Association of | ||||||
| 2 | Greater Chicago, where he was responsible for the development | ||||||
| 3 | of all association programs relating to the residential | ||||||
| 4 | construction industry in the greater Chicago area; and
| ||||||
| 5 | WHEREAS, From June 1976 to August 1989 he was the Executive | ||||||
| 6 | Director of the Northwest Municipal Conference, where his | ||||||
| 7 | responsibilities included the development and implementation | ||||||
| 8 | of all programs for the largest regional council of governments | ||||||
| 9 | in Illinois, including five national or State prototype | ||||||
| 10 | programs; and
| ||||||
| 11 | WHEREAS, He has a Bachelor of Arts degree from St. Louis | ||||||
| 12 | University and a Master of Arts in Urban Planning from Loyola | ||||||
| 13 | University of Chicago; he is married to Robin, and they have | ||||||
| 14 | two children, Michelle and Scott; he is an
Adjunct Professor at | ||||||
| 15 | Harper College in Palatine; and he is an avid reader and | ||||||
| 16 | runner, a poor golfer, and a political junkie; therefore, be it
| ||||||
| 17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 18 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 19 | congratulate William Grams on his retirement; and be it further
| ||||||
| 20 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 21 | presented to William G. Grams as a symbol of our respect and | ||||||
| 22 | esteem.
