| HOUSE RESOLUTION
|

| WHEREAS, The Federal Unemployment Tax Act (FUTA) was |
3 |
| enacted over 60 years ago to guarantee financing for a national |
4 |
| employment security system, to be operated on the basis of a |
5 |
| partnership between the federal government and the separate |
6 |
| states; and
|
7 |
| WHEREAS, A "temporary surtax" of 0.2%, enacted under FUTA |
8 |
| in 1976, is still being collected today; and
|
9 |
| WHEREAS, Over the past several years, FUTA unemployment |
10 |
| taxes have burdened job creation and employment, and the |
11 |
| ability of states to fund essential unemployment insurance and |
12 |
| employment services has suffered; and
|
13 |
| WHEREAS, States should be better equipped to provide local |
14 |
| services to their unemployed citizens; therefore, be it
|
15 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
16 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
17 |
| urge the United States Congress and President to enact |
18 |
| employment security financing reform that includes repealing |
19 |
| the FUTA surtax, increasing state flexibility, and eliminating |
20 |
| inefficiencies in FUTA tax collection while maintaining the |
21 |
| trust funds on the unified budget; and be it further
|
