| WHEREAS, Certain special programs, known commonly as TRIO |
| 3 |
| Programs, are an integral part of the education of many |
| 4 |
| disadvantaged students in the State of Illinois and in the |
| 5 |
| United States; and
|
| 6 |
| WHEREAS, TRIO Programs such as Upward Bound, Ronald F. |
| 7 |
| McNair, Talent Search, Student Support Services, and |
| 8 |
| Educational Opportunity Centers are designed to help students |
| 9 |
| overcome social, cultural, and class barriers to higher |
| 10 |
| education by providing information, counseling, academic |
| 11 |
| instruction, tutoring, support, and encouragement; and
|
| 12 |
| WHEREAS, TRIO Programs help provide the support that gives |
| 13 |
| students the skills, hope, and motivation needed to succeed in |
| 14 |
| college and to participate more fully in American society; and
|
| 15 |
| WHEREAS, In the last three decades, over 2,400 TRIO |
| 16 |
| Programs across the nation have produced thousands of |
| 17 |
| educational success stories; and
|
| 18 |
| WHEREAS, Both houses of the United States Congress have |
| 19 |
| recognized the achievements and successes of these programs; |
| 20 |
