| HOUSE RESOLUTION

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 4 |
| there is created a task force to study local government |
| 5 |
| development standards and processes and their effect on |
| 6 |
| watershed, wetlands, and floodplains. The task force shall |
| 7 |
| consist of the following members: 4 members of the House of |
| 8 |
| Representatives appointed by the Speaker of the House, one of |
| 9 |
| whom shall be appointed to serve as co-chairperson; 4 members |
| 10 |
| of the House of Representatives appointed by the Minority |
| 11 |
| Leader of the House, one of whom shall be appointed to serve as |
| 12 |
| co-chairperson; and at least one representative from each of |
| 13 |
| the following: a statewide organization representing municipal |
| 14 |
| interests, a land conservation entity, and a property |
| 15 |
| development entity; and be it further
|
| 16 |
| RESOLVED, That the goal of the task force is to secure |
| 17 |
| improved management practices in local government development |
| 18 |
| standards, with a focus on all of the following:

| (1) Local government development practices and the |
| 20 |
| short-term and long-term impact on lands affected and |
| 21 |
| subsequent property owners. |
| 22 |
| (2) Topics of mass grading, compensatory storage, |
| 23 |
| drainage, runoff, bank stabilization, diversion of flood |
| 24 |
| waters, enormous impacts on pervious surfaces, |
