| HOUSE RESOLUTION
|

| WHEREAS, The members of the Illinois House of |
3 |
| Representatives are pleased to honor accomplishments in the |
4 |
| lives of citizens of the State of Illinois; and
|
5 |
| WHEREAS, Deborah Harrington, a woman who has empowered, |
6 |
| uplifted, and served the people of Chicago, particularly the |
7 |
| women of Chicago, has won the Civic Engagement, Community |
8 |
| Service and Community Organizing Award from the University of |
9 |
| Illinois at Chicago's Department of Gender and Women's Studies; |
10 |
| and
|
11 |
| WHEREAS, Deborah received her B.A. in Anthropology from the |
12 |
| University of Illinois; she performed postgraduate studies at |
13 |
| the University of Ghana in West Africa; and |
14 |
| WHEREAS, Deborah spent the first 20 years of her |
15 |
| professional career working in the public sector, holding |
16 |
| positions in the Illinois Department of Employment Security, |
17 |
| Department of Public Aid, and Department of Human Services; she |
18 |
| was a member of the Governor's Taskforce for Human Services |
19 |
| Reform and worked on the design and implementation of the |
20 |
| State's human services delivery system and on the |
21 |
| implementation of the 1996 Welfare Act; and

| WHEREAS, Deborah has been exceptionally involved in |
2 |
| community service and public policy at the local, State, and |
3 |
| federal levels; she is the President of the Woods Fund of |
4 |
| Chicago, a Chicago-based foundation whose mission is to "give |
5 |
| voice to less advantaged people and communities"; as an |
6 |
| appointee to the public policy advisory board of the National |
7 |
| Council on Foundations, she facilitated development of the Paul |
8 |
| Ylvisaker Award for Public Policy; she is a member of the |
9 |
| Mayoral Policy Caucus; she is a board member of the Donors |
10 |
| Forum of Chicago and an advisory board member of the Institute |
11 |
| of Government and Public Affairs at the University of Illinois; |
12 |
| she is Vice President of the board of Business and Professional |
13 |
| People for the Public Interest and serves as trustee to several |
14 |
| other community-based, non-profit, and civic organizations; |
15 |
| and
|
16 |
| WHEREAS, Deborah also does extensive volunteer work with |
17 |
| the Field Museum; she is a fair housing auditor for open |
18 |
| communities, a facilitator and liaison with the Chicago |
19 |
| neighborhood policing program, and a mayoral appointee of the |
20 |
| Chicago Sister Cities International Executive Committee; and
|
21 |
| WHEREAS, Deborah has worked tirelessly to combat poverty, |
22 |
| promote fair housing, and garner resources to support |
23 |
| community-based organizations struggling to make a difference |
24 |
| in the lives of low-income women and their families in Chicago; |

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
3 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
4 |
| congratulate Deborah Harrington on being given the Civic |
5 |
| Engagement, Community Service and Community Organizing Award |
6 |
| from the University of Illinois at Chicago's Department of |
7 |
| Gender and Women's Studies and wish her continued success in |
8 |
| the future; and be it further
|

| RESOLVED, That a suitable copy of this resolution be |
10 |
| presented to Deborah Harrington as a sign of our affection, our |
11 |
| gratitude, and our respect.
