| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are pleased to congratulate Richard Scheck, |
| 4 |
| Mayor of the Village of North Riverside, on his retirement; and
|
| 5 |
| WHEREAS, Richard N. Scheck has been Mayor of the Village of |
| 6 |
| North Riverside for the past 20 years; he was elected in April |
| 7 |
| of 1989 and re-elected for his fifth term in April 2005; "the |
| 8 |
| small community with a big heart", North Riverside is truly a |
| 9 |
| community of caring people and Mayor Richard N. Scheck leads by |
| 10 |
| example; and
|
| 11 |
| WHEREAS, During Mayor Scheck's 20 years as Mayor his |
| 12 |
| accomplishments include:
no North Riverside property tax |
| 13 |
| increase in 20 years;
senior and disabled handyman program;
|
| 14 |
| senior and disabled rider program;
snow shoveling program;
|
| 15 |
| Mayor's Committee of Neighborhood Services, a group of |
| 16 |
| neighbors helping neighbors;
successful relationship with |
| 17 |
| businesses;
successful relationships with State |
| 18 |
| Representatives and Senators;
tree planting program;
|
| 19 |
| pre-school and junior kindergarten programs;
youth basketball |
| 20 |
| and soccer programs;
Mayor's Youth & Educational Scholarship |
| 21 |
| Program;
Commons Park development;
Tot-Spot Playground |
| 22 |
| development;
Betty Scheck Memorial Cancer Walk;
concerts and |
| 23 |
| movies in the park;
4th of July Celebration;
North Riverside |

and the Village Christmas Party;
and

| WHEREAS, His retirement party is Saturday, March 21st; he |
| 3 |
| is married and has 3 sons; his wife is Judy Scheck and his boys |
| 4 |
| are Michael, Rick, and Chris; he founded and owns Scheck |
| 5 |
| Industries, an extremely successful construction corporation, |
| 6 |
| and all of his boys are part of the family business; he has 11 |
| 7 |
| grandchildren, which he will now spend more time with after his |
| 8 |
| retirement; and
|
| 9 |
| WHEREAS, Richard Scheck was sworn in as Mayor on April 17, |
| 10 |
| 1989; he was re-elected in the years 1993, 1997, 2001, and |
| 11 |
| 2005; when elected as Mayor he was married to Mrs. Betty |
| 12 |
| Scheck, who lost her fight against cancer in January of 1997; |
| 13 |
| before his election as Mayor he served as President of the |
| 14 |
| North Riverside Little League and Chairman for the North |
| 15 |
| Riverside Zoning Board of Appeals for many years; therefore, be |
| 16 |
| it

| 17 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 18 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 19 |
| congratulate Mayor Scheck on his retirement and wish him the |
| 20 |
| best in all his future endeavors; and be it further
|
| 21 |
| RESOLVED, That a suitable copy of this resolution be |
| 22 |
| presented to Mayor Richard Scheck as a symbol of our respect |
