| WHEREAS, The Lincoln Foundation for Performance Excellence |
3 |
| was founded in 1994; the foundation is a publicly and privately |
4 |
| supported not-for-profit organization created to significantly |
5 |
| raise Illinois' worldwide competitiveness by improving the |
6 |
| performance of its institutions and businesses; and
|
7 |
| WHEREAS, The Lincoln Foundation for Performance Excellence |
8 |
| Award process is a three-level process, consisting of The |
9 |
| Bronze Award for Commitment to Excellence, The Silver Award for |
10 |
| Progress Towards Excellence, and The Gold Award for Achievement |
11 |
| of Excellence; the award process allows organizations to |
12 |
| measure themselves against The Lincoln Foundation's Seven |
13 |
| Criteria for Performance Excellence, patterned after the |
14 |
| Malcolm Baldrige National Quality Award; the seven criteria are |
15 |
| Leadership, Strategic Planning, Customer Focus, Measurement, |
16 |
| Analysis and Knowledge Management, Workforce Focus, Process |
17 |
| Management, and Results; and
|
18 |
| WHEREAS, The Lincoln Foundation for Performance Excellence |
19 |
| has awarded the 2008 Lincoln Silver Award for Progress Towards |
20 |
| Excellence to the Sarah Bush Lincoln Health System in Mattoon |
21 |
| and St. Mary's Good Samaritan, Inc., in Centralia/Mt. Vernon; |

| and
|

| WHEREAS, The Sarah Bush Lincoln Health System (SBLHS) is |
2 |
| comprised of a parent corporation and five separate |
3 |
| sub-entities that each have a distinct Board of Directors |
4 |
| linked to the governing board of the health system; SBLHS was |
5 |
| established in 1977 through the merger of hospitals in Mattoon |
6 |
| and Charleston and continues to be the only hospital in these |
7 |
| communities; a significant expansion of the SBLHS focus |
8 |
| occurred in 2007, when the Mission Statement was revised to |
9 |
| direct the organization to provide exceptional health care for |
10 |
| "all" persons within the community; this inclusive scope has |
11 |
| led to increases in charity care and bad debt expenses; and |
12 |
| WHEREAS, St. Mary's Good Samaritan, Inc., (SMGSI) is a |
13 |
| Catholic, not-for-profit corporation pursuing a vision to |
14 |
| create a comprehensive, regional health care enterprise |
15 |
| covering a nine county area in south central Illinois; SMGSI |
16 |
| was created in 1996 through a unique and visionary Joint |
17 |
| Operating Agreement between SSMHC and FSI; the organization has |
18 |
| a strong culture that is reflected in its mission, vision, |
19 |
| values, and quality principles; through history and tradition, |
20 |
| SMGSI holds a special concern for the poor and vulnerable; the |
21 |
| characteristics of Exceptional Health Care, Exceptional |
22 |
| Patient Care, Exceptional Commitment, and Exceptional |
23 |
| Financial Performance have provided a foundation for all |
24 |
| planning and healthcare service delivery; and
|

| WHEREAS, The Lincoln Foundation for Performance Excellence |

| has awarded the 2008 Lincoln Bronze Award for Commitment to |
3 |
| Excellence to United Cerebral Palsy Land of Lincoln in |
4 |
| Springfield; and
|
5 |
| WHEREAS, United Cerebral Palsy Land of Lincoln (UCP) is a |
6 |
| 501(c) 3 not-for-profit corporation with a voluntary Board of |
7 |
| Directors; it was founded in 1957 by a group of community |
8 |
| leaders and parents of children with cerebral palsy; the group |
9 |
| affiliated with the national organization, United Cerebral |
10 |
| Palsy (UCPA), in 1968, expanding the service area to 27 |
11 |
| counties in central Illinois; over the past 50 years, UCP has |
12 |
| grown to a multi-million dollar organization, operating from |
13 |
| three buildings in Springfield and one in Decatur, and |
14 |
| providing a range of services to children and adults with |
15 |
| disabilities and their families; the mission of UCP is to |
16 |
| maximize independence and opportunities for full participation |
17 |
| in the community for individuals with cerebral palsy or other |
18 |
| disabilities and their families, by raising the standard for |
19 |
| quality programs, service, and advocacy; therefore, be it
|
20 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
21 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
22 |
| recognize The Lincoln Foundation for Performance Excellence |
23 |
| and its efforts to assist Illinois organizations to strive for |
24 |
| performance excellence; and be it further
|

| RESOLVED, That we thank each of the organizations the |

| Foundation has recognized for the devotion to excellence they |
3 |
| have demonstrated; and be it further |

| RESOLVED, That a suitable copy of this resolution be |
5 |
| presented to The Lincoln Foundation for Performance Excellence |
6 |
| and to each of the 2008 Performance Excellence Award recipients |
7 |
| as an expression of our respect and esteem.
