HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate the family of R.
4 Eugene Pincham on the occasion of Mr. Pincham's posthumous
5 nomination for the Laurel Wreath Award from the Kappa Alpha Psi
6 Fraternity; and
 
7     WHEREAS, R. Eugene Pincham was born on June 28, 1925 in
8 Chicago; he graduated from Trinity High School in Athens,
9 Georgia in December of 1941; he attended LeMoyne College in
10 Memphis, Tennessee from 1942 to 1943; he earned his bachelor's
11 degree in political science from Tennessee State University in
12 1947 and his Juris Doctor degree from the Northwestern
13 University School in Law in 1951; and
 
14     WHEREAS, R. Eugene Pincham had a long and distinguished
15 career in law; he was admitted to the Illinois Bar on June 18,
16 1951 and the Bar of the Supreme Court of the United States in
17 1965; he worked in private practice with the firm of Evins,
18 Pincham, Fowlkes & Cooper from 1954 to 1976; he was also a
19 trial and appeals attorney in the State and federal courts from
20 1951 until December 6, 1976, arguing over 200 cases before the
21 appellate and Supreme Courts of Illinois, the U.S. Courts of
22 Appeals for the 6th, 7th, and 8th Circuits, and the U.S.
23 Supreme Court; and

1     WHEREAS, From December 6, 1976 to June of 1984, R. Eugene
2 Pincham served as a judge of the Circuit Court of Cook County,
3 where he was assigned to the Criminal Division; from June of
4 1984 to December of 1996, he served as a Justice with the 1st
5 District Appellate Court of Illinois in Chicago; from 1970 to
6 2008, he served as a lecturer-instructor in trial and appellate
7 techniques and advocacy in numerous university, including the
8 Harvard University School of Law, the Cornell University School
9 of Law, and the Northwestern University School of Law, among
10 many others; and
 
11     WHEREAS, R. Eugene Pincham was the recipient of numerous
12 awards and accolades for his work in the community, including
13 the Northwestern University Alumni Association Award of Merit,
14 the Tennessee State University Outstanding Alumnus Award, the
15 Chicago Bar Association Certificate of Appreciation, the Cook
16 County, Illinois Bar Association's Richard A. Westbrook Award
17 for Outstanding Contributions to the Legal Profession, the
18 Human Resources Development Institute's Merit Award, the Kappa
19 Alpha Psi Fraternity Achievement Award and Certificate, the
20 National Organization of Black Law Enforcement Executive's
21 Appreciation Award, the BALSA of John Marshall Law School
22 Outstanding Jurist Award, the Percy Julian High School Award of
23 Appreciation, the Lawyers Constitutional Defense Committee of
24 the ACLU Certificate of Service, the National College of

1 Criminal Defense Lawyers and Public Defenders Certificate of
2 Merit, the Minority Alliance Group Award for Outstanding
3 Achievement, the Tennessee State University Golden Anniversary
4 Citation Award of Merit, the John Marshall Harlan High School
5 Father of the Year Award, the United Black Laborers Community
6 Organization Merit Award for Outstanding Achievement, the
7 United Front of Cairo, Illinois Certificate of Achievement, and
8 the John Marshall Harlan High School Student Council Community
9 Award for Outstanding Service; and
 
10     WHEREAS, R. Eugene Pincham was a member of numerous
11 organizations, including the NAACP, the ACLU, the Kappa Alpha
12 Psi Fraternity, the Trinity United Church of Christ, the Law
13 Club of Chicago, the Executive Club of Chicago, the Board of
14 Directors of the John Henry Wigmore Club at Northwestern
15 University, the State of Illinois Dangerous Drugs Commission,
16 the Cook County Bar Association, the Chicago Bar Association,
17 the American Bar Association, the National Bar Association, the
18 Chicago Council of Lawyers, and the Association of Defense
19 Lawyers; he was a Past President of the John Marshall Harlan
20 High School Community Organization and a member of the
21 Judicature Society; he was also a former Trustee of the
22 Howalton Day School and the Morgan Park Academy; and
 
23     WHEREAS, R. Eugene Pincham married his college sweetheart,
24 Alzata Cudalla Henry, on August 31, 1948 in Louisville,

1 Tennessee; together, they had three children, Robert Eugene
2 Pincham, Jr., Andrea Michelle Pincham, and James Frederick
3 Pincham; and
 
4     WHEREAS, R. Eugene Pincham will be long remembered in the
5 legal profession and among his family and friends for his quick
6 mind, down-to-earth demeanor, astute knowledge of the law, and
7 gifted oratory skills; his legacy will live on in the
8 courtrooms of America and in the hearts of the many judges and
9 lawyers who knew him; therefore, be it
 
10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12 congratulate the family of R. Eugene Pincham on the occasion of
13 Mr. Pincham's posthumous nomination for the Laurel Wreath Award
14 from the Kappa Alpha Psi Fraternity and honor the memory of
15 this great man; and be it further
 
16     RESOLVED, That a suitable copy of this resolution be
17 presented to the family of R. Eugene Pincham as a symbol of our
18 esteem and respect.
