2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Lowell Mulvany on | ||||||
4 | the occasion of his retirement as Fire Chief of the Long Creek | ||||||
5 | Fire Department; and
| ||||||
6 | WHEREAS, Lowell Mulvany was born on April 4, 1943 in rural | ||||||
7 | Iuka; he graduated third in his class at North Clay Community | ||||||
8 | High School in Louisville in 1961; and
| ||||||
9 | WHEREAS, Lowell Mulvany enlisted in the United States Army | ||||||
10 | in October of 1961; after receiving vehicle mechanic training, | ||||||
11 | he was stationed at Fort Greeley, Alaska for eighteen months; | ||||||
12 | after receiving an honorable discharge, he returned home to | ||||||
13 | Farina where he resided with his family until he moved to | ||||||
14 | Decatur to work at Firestone in 1966; he worked there for | ||||||
15 | fourteen years, becoming a warehouse supervisor; after leaving | ||||||
16 | Firestone, he worked at A.E. Staley as a plant protection | ||||||
17 | supervisor until he was hired by the Long Creek Fire Protection | ||||||
18 | District as their first full-time, paid fire chief; and
| ||||||
19 | WHEREAS, Lowell Mulvany joined the Long Creek Fire | ||||||
20 | Department on December 1, 1971; he was voted in as a captain | ||||||
21 | for the department in May of 1976; he became the assistant | ||||||
22 | chief in 1978; he was appointed fire chief in March 1986 and |

1 | has served at that position for twenty-three years; and
| ||||||
2 | WHEREAS, Under Lowell Mulvany's watch, the Long Creek Fire | ||||||
3 | Department has undergone many changes; the department's fire | ||||||
4 | equipment has been replaced and two Emergency Rescue trucks | ||||||
5 | have been added; during this time, he became a Firefighter III | ||||||
6 | and a Fire Service Instructor II; he taught and supervised all | ||||||
7 | the training at the Long Creek Fire Department and taught Fire | ||||||
8 | Science classes at Richland Community College; he also helped | ||||||
9 | with training sessions for the Macon County Fire Association; | ||||||
10 | since becoming chief for the department, he has responded to | ||||||
11 | over 90% of calls that have occurred at all hours of the day or | ||||||
12 | night; and
| ||||||
13 | WHEREAS, Lowell Mulvany started with a Red Cross First-Aid | ||||||
14 | class in 1972 and went on to become an EMT-Basic; he is also | ||||||
15 | certified in vehicle extrication; under his watch, the Long | ||||||
16 | Creek Fire Department has provided First Responder and | ||||||
17 | EMT-Basic classes and continuous education for Long Creek and | ||||||
18 | other departments; he also helped to establish the enhanced 911 | ||||||
19 | system in Macon County and is presently serving as | ||||||
20 | vice-chairman on the 911 board of trustees; and | ||||||
21 | WHEREAS, Lowell Mulvany and his wife, Pat, have six | ||||||
22 | children, twelve grandchildren, and thirteen | ||||||
23 | great-grandchildren; and |

1 | WHEREAS, After his retirement as fire chief, Lowell Mulvany | ||||||
2 | plans to continue his service to the Long Creek Fire Department | ||||||
3 | as a volunteer; therefore, be it
| ||||||
4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
5 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
6 | congratulate Lowell Mulvany on the occasion of his retirement | ||||||
7 | and wish him many happy and healthy retirement years; and be it | ||||||
8 | further

9 | RESOLVED, That a suitable copy of this resolution be | ||||||
10 | presented to Lowell Mulvany as a symbol of our esteem and | ||||||
11 | respect.
