2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Richard "Rick" | ||||||
4 | Schoell on the occasion of his retirement from the University | ||||||
5 | of Illinois after 22 years of dedicated service; and
| ||||||
6 | WHEREAS, Rick Schoell earned his bachelor's degree in | ||||||
7 | American Government and U.S. History from the University of | ||||||
8 | Iowa in May of 1975 and his master's degree in Public | ||||||
9 | Administration and Public Policy Analysis from the University | ||||||
10 | of Iowa in December of 1976; he was on the University of Iowa's | ||||||
11 | Dean's List from 1971 to 1973; and
| ||||||
12 | WHEREAS, Upon completion of his graduate studies, Rick | ||||||
13 | Schoell was employed with the Household Finance Corporation for | ||||||
14 | about two years; he then took a research position with the | ||||||
15 | Commission on Intergovernmental Cooperation in Springfield in | ||||||
16 | 1979; he worked with the National Conference of State | ||||||
17 | Legislatures, where he developed a sterling reputation as | ||||||
18 | hard-working, reliable, and personable; and
| ||||||
19 | WHEREAS, Rick Schoell began his career with the University | ||||||
20 | of Illinois on August 3, 1987 as the Associate Director for | ||||||
21 | Federal Relations; in 1991, the position's title was | ||||||
22 | reclassified to Director for Federal Relations; on November 20, |

1 | 1998, he became the Executive Director for Governmental | ||||||
2 | Relations; he served in both positions until his retirement; | ||||||
3 | and
| ||||||
4 | WHEREAS, Rick Schoell provided outstanding leadership as | ||||||
5 | an officer of the University of Illinois Board of Trustees and | ||||||
6 | as a trusted advisor to University presidents, especially in | ||||||
7 | the areas of federal relations in that now the University of | ||||||
8 | Illinois is one of the leading public institutions in terms of | ||||||
9 | federal research and grant awards; in addition, under his | ||||||
10 | direction the University has experienced dramatic growth in | ||||||
11 | terms of state-supported construction that have brought the | ||||||
12 | many University of Illinois campuses to the level they are | ||||||
13 | today; and | ||||||
14 | WHEREAS, Rick Schoell has been the recipient of numerous | ||||||
15 | awards and honors for his service; he was the recipient of the | ||||||
16 | Commander's Award for Distinguished Public Service from the | ||||||
17 | U.S. Army Construction Engineering Research Laboratory in | ||||||
18 | 1991; he received the Distinguished Service Award from the | ||||||
19 | Illinois Commission on Intergovernmental Cooperation in 1987; | ||||||
20 | he was also a member of the National Honor Society with Phi | ||||||
21 | Beta Kappa and Phi Eta Sigma; and
| ||||||
22 | WHEREAS, In 2002, Rick Schoell was nominated and voted in | ||||||
23 | as a member of the Lamplighters Higher Education Roundtable; |

1 | and | ||||||
2 | WHEREAS, Rick Schoell met his future wife, Rebecca, at the | ||||||
3 | University of Iowa; the couple got married in Waterloo, Iowa in | ||||||
4 | January of 1978; together, they have two children, Elizabeth | ||||||
5 | and William, who are both Iowa Hawkeyes; and
| ||||||
6 | WHEREAS, Rick Schoell will be remembered fondly by his | ||||||
7 | colleagues at the University of Illinois for his great sense of | ||||||
8 | fairness and his openness to all points of view; therefore, be | ||||||
9 | it

10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
11 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
12 | congratulate Richard "Rick" Schoell on the occasion of his | ||||||
13 | retirement and wish him many happy and healthy retirement | ||||||
14 | years; and be it further

15 | RESOLVED, That a suitable copy of this resolution be | ||||||
16 | presented to Rick Schoell as a symbol of our esteem and | ||||||
17 | respect.
