HOUSE RESOLUTION

 
2     WHEREAS, Basic personal financial management, including
3 the principles of saving, spending, credit, investment, taxes,
4 and insurance, is an essential life skill necessary to the
5 well-being of all Illinoisans; and
 
6     WHEREAS, Experience has shown that students respond to
7 well-executed life skills programs that have direct practical
8 application to their daily lives; and
 
9     WHEREAS, The personal responsibility and well-being of the
10 emerging generation will be essential to the overall health and
11 well-being of Illinois' economic and social condition; and
 
12     WHEREAS, In recent years, the Illinois General Assembly has
13 placed special emphasis on the importance and effectiveness of
14 financial education by, among other things, requiring high
15 schools to offer consumer education to students and by the
16 establishment of a state-wide task force focused primarily on
17 financial education for children; and
 
18     WHEREAS, Through the resources available to educators and
19 school districts, the Illinois Council on Economic Education
20 has proven a valuable tool in enhancing the economic future of
21 students; and

1     WHEREAS, Since Fiscal Year 2000, General Revenue Funds have
2 been dedicated to financially support the programming of the
3 Illinois Council on Economic Education; the Illinois State
4 Board Fiscal Year 2010 budget does not include that
5 appropriation; and
 
6     WHEREAS, Impacting almost 200,000 students annually, the
7 recurring $250,000 appropriation is a small investment of $1.30
8 per student that provides a life-long impact; therefore, be it
 
9     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11 request that the Illinois State Board of Education seek federal
12 and private funding resources to further enhance economic
13 education for students in Illinois and continue to fund the
14 Illinois Council on Economic Education; and be it further
 
15     RESOLVED, That we urge the federal government to spend
16 stimulus funds promoting educational opportunities to further
17 educate students on economic principles; and be it further
 
18     RESOLVED, That a suitable copy of this resolution be
19 presented to the Illinois State Superintendent of Education and
20 to each member of the Illinois congressional delegation.
