2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Dr. David Behlow on | ||||||
4 | the occasion of his appointment to serve as Superintendent of | ||||||
5 | the North Shore Elementary District in Highland Park on July 1, | ||||||
6 | 2009; and
| ||||||
7 | WHEREAS, Dr. David Behlow is a native of Wisconsin; he is a | ||||||
8 | graduate of the Sheboygan public schools and the University of | ||||||
9 | Wisconsin in Green Bay; he earned his Master's Degree in | ||||||
10 | Educational Administration and his Doctorate in Education from | ||||||
11 | the University of Wisconsin in Madison; and
| ||||||
12 | WHEREAS, Dr. Behlow has had a long and distinguished career | ||||||
13 | in education; he began his career as a high school teacher; | ||||||
14 | three years later, he was appointed to serve as an | ||||||
15 | Administrative Associate; he was then offered a position as a | ||||||
16 | high school assistant principal, which led him to move to | ||||||
17 | Minnesota; in Minnesota, he began a 16-year career as a | ||||||
18 | principal, assistant superintendent of instruction, and | ||||||
19 | superintendent of schools; he then accepted a position as | ||||||
20 | superintendent of Oswego Community Unit School District 308, | ||||||
21 | where he served for more than 8 years until he was selected to | ||||||
22 | serve as Superintendent of the North Shore Elementary District | ||||||
23 | in December of 2008; and

1 | WHEREAS, During Dr. Behlow's tenure as superintendent of | ||||||
2 | Oswego Community Unit School District 308, the district built | ||||||
3 | and opened its first school in the Village of Montgomery, | ||||||
4 | Lakewood Creek Elementary; he led the district through a period | ||||||
5 | of unprecedented growth, with the district growing from 9 | ||||||
6 | schools and an enrollment of 7,785 students in 2001 to 19 | ||||||
7 | schools, an enrollment of nearly 15,000 students, and a budget | ||||||
8 | in excess of $246 million at the time of his departure; he kept | ||||||
9 | education as the district's primary goal by setting improvement | ||||||
10 | goals for each of the district's schools and then closely | ||||||
11 | monitoring them for favorable results; he also led successful | ||||||
12 | efforts to secure the community support needed to pass building | ||||||
13 | bond referendums, including one for $450 million, and worked to | ||||||
14 | bring the district's management of its multiple building | ||||||
15 | projects into the 21st century; and
| ||||||
16 | WHEREAS, Dr. Behlow has been an active member of numerous | ||||||
17 | service groups and organizations; he is vice-president of the | ||||||
18 | Oswego Economic Development Committee; he serves on the board | ||||||
19 | of directors of the Heritage Group YMCA and two chambers of | ||||||
20 | commerce; he also serves as a member of the local Optimist and | ||||||
21 | Rotary Clubs; and

22 | WHEREAS, Dr. Behlow is a die-hard fan of the Green Bay | ||||||
23 | Packers; and |

1 | WHEREAS, Dr. Behlow has developed a sterling reputation for | ||||||
2 | his tireless work to ensure each student develops the capacity | ||||||
3 | to thrive, as well as his passion for education and his immense | ||||||
4 | experience, traits that will undoubtedly serve him well in his | ||||||
5 | new position; therefore, be it
| ||||||
6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
7 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
8 | congratulate Dr. David Behlow on the occasion of his | ||||||
9 | appointment to serve as Superintendent of the North Shore | ||||||
10 | Elementary District and wish him success and happiness in his | ||||||
11 | new position; and be it further

12 | RESOLVED, That a suitable copy of this resolution be | ||||||
13 | presented to Dr. David Behlow as a symbol of our esteem and | ||||||
14 | respect.
