| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, According to a January 2009 public opinion poll, | ||||||
| 3 | roughly three-quarters of Illinois residents indicated they | ||||||
| 4 | believe that comprehensive campaign finance reform would make | ||||||
| 5 | "a big difference" or "some difference" in making State | ||||||
| 6 | government work better; and
| ||||||
| 7 | WHEREAS, According to that same poll, 81% of the public has | ||||||
| 8 | indicated that it trusts State government to do the right thing | ||||||
| 9 | "some of the time" or "almost never"; and
| ||||||
| 10 | WHEREAS, the State of Illinois and members of the General | ||||||
| 11 | Assembly have a duty to thoroughly discuss and analyze the | ||||||
| 12 | effects of any changes made to the current campaign finance | ||||||
| 13 | system to ensure that reform is meaningful and reflective of | ||||||
| 14 | the will of the people of Illinois; therefore, be it
| ||||||
| 15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 16 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 17 | there is created the Campaign Finance Reform Task Force; and be | ||||||
| 18 | it further
| ||||||
| 19 | RESOLVED, That the Task Force shall be charged with the | ||||||
| 20 | following tasks: | ||||||
| 21 | (1) analyzing the public policy implications of | ||||||
| |||||||
| |||||||
| 1 | regulating the campaign finance system of the State of | ||||||
| 2 | Illinois; | ||||||
| 3 | (2) analyzing current campaign finance law to ensure | ||||||
| 4 | the proposal is in accordance with the accepted | ||||||
| 5 | jurisprudence; | ||||||
| 6 | (3) ensuring that any recommended system would reflect | ||||||
| 7 | the best practices of other jurisdictions; | ||||||
| 8 | (4) ensuring that the enforcement and disclosure of any | ||||||
| 9 | campaign finance system be integral to the proposal; and | ||||||
| 10 | (5) recommending a comprehensive campaign finance | ||||||
| 11 | model for adoption in Illinois; and be it further | ||||||
| 12 | RESOLVED, That the Task Force shall be composed of the | ||||||
| 13 | following: | ||||||
| 14 | (1) Two legislative members, appointed by the Speaker | ||||||
| 15 | of the House; | ||||||
| 16 | (2) Two legislative members, appointed by the | ||||||
| 17 | President of the Senate; | ||||||
| 18 | (3) Two legislative members, appointed by the House | ||||||
| 19 | Minority Leader; | ||||||
| 20 | (4) Two legislative members, appointed by the Senate | ||||||
| 21 | Minority Leader; | ||||||
| 22 | (5) Two members of a statewide labor organization, | ||||||
| 23 | appointed by the Governor; | ||||||
| 24 | (6) Two representatives of a business organization, | ||||||
| 25 | appointed by the Governor; | ||||||

| 1 | (7) Four members of the general public, appointed by | ||||||
| 2 | the Governor; | ||||||
| 3 | (8) One member, appointed by the Governor, who shall | ||||||
| 4 | act as Chair; and be it further | ||||||
| 5 | RESOLVED, That the staff of the State Board of Elections, | ||||||
| 6 | shall be responsible for staffing the Task Force; and be it | ||||||
| 7 | further | ||||||
| 8 | RESOLVED, That the Task Force shall hold public hearings on | ||||||
| 9 | campaign finance regulation, no less than one per month, | ||||||
| 10 | between July of 2009 and October of 2009; and be it further | ||||||
| 11 | RESOLVED, That the Task Force shall recommend a campaign | ||||||
| 12 | finance reform proposal that will curtail public corruption and | ||||||
| 13 | promote confidence in the operation of Illinois government; and | ||||||
| 14 | be it further | ||||||
| 15 | RESOLVED, That the Task Force shall report its finding to | ||||||
| 16 | the Illinois House of Representatives on or before November 1, | ||||||
| 17 | 2009; and be it further | ||||||
| 18 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 19 | delivered to the Speaker of the House, the President of the | ||||||
| 20 | Senate, the House Minority Leader, the Senate Minority Leader, | ||||||
| 21 | the Governor, and the Board members of the State Board of | ||||||
