| WHEREAS, The members of the Illinois House of |

| Representatives wish to congratulate Kevin Rutter, Economics |

| teacher at Carl Schurz High School in Chicago School District |

| 299, on his selection as an Illinois State Board of Education |
| 6 |
| Finalist for Teacher of the Year; and
|
| 7 |
| WHEREAS, The finalists are selected from nominees through |
| 8 |
| the Illinois State Board of Education's "Those Who Excel" |
| 9 |
| education recognition program; and
|
| 10 |
| WHEREAS, Nearly 175 nominations were reviewed this year; |
| 11 |
| nominations are scored based on personal background |
| 12 |
| information, the nominator's recommendation, and letters of |
| 13 |
| recommendation; and
|
| 14 |
| WHEREAS, The announcement for 2009-2010 Illinois Teacher |
| 15 |
| of the Year will be made during the Those Who Excel banquet on |
| 16 |
| October 24, 2009; and
|
| 17 |
| WHEREAS, Teachers that earn an Award of Excellence become |
| 18 |
| finalists for Illinois Teacher of the Year; therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
