| WHEREAS, Mechanical insulation is defined to encompass all |
3 |
| thermal, acoustical, and personnel safety requirements in |
4 |
| mechanical piping and equipment, hot and cold applications, and |
5 |
| Heating, Venting, and Air Conditioning (HVAC) applications |
6 |
| that can be used in a variety of buildings, such as |
7 |
| manufacturing facilities, power plants, refineries, hospitals, |
8 |
| universities, government buildings, and other facilities; and
|
9 |
| WHEREAS, Buildings are responsible for 40% of United States |
10 |
| energy demand and 40% of all greenhouse gas emissions; and
|
11 |
| WHEREAS, Methodically and properly installed mechanical |
12 |
| insulation provides long-term energy efficiency, emission |
13 |
| reduction, cost savings, and safety benefits, and can be used |
14 |
| to reduce the number of tons of greenhouse gas emissions that |
15 |
| could be prevented from release into the atmosphere, prevent |
16 |
| loss of energy, control condensation, depending on the |
17 |
| thickness of the insulation, protect occupant safety and public |
18 |
| health wellness, and regulate surface temperature; and
|
19 |
| WHEREAS, Combined, buildings used in commercial and |
20 |
| industrial sectors consume 2.5 times more energy than |
21 |
| residential buildings, according to Annual Energy Outlook |
22 |
| provided by the Energy Information Administration in December |
