| HOUSE RESOLUTION

| WHEREAS, The General Assembly passed legislation that went |

| into effect January 1, 2010, raising the cost for an Illinois |
| 4 |
| vehicle title from $65 to $95; and
|
| 5 |
| WHEREAS, Licensed dealers in Illinois could not start |
| 6 |
| charging the $95 fee until January 1, 2010; and
|
| 7 |
| WHEREAS, License dealers in Illinois have 20 days to |
| 8 |
| complete all necessary paperwork from date of purchase to |
| 9 |
| receipt by the Secretary of State; and
|
| 10 |
| WHEREAS, Dealers will submit numerous title transfers to |
| 11 |
| the Secretary of State between January 1 and January 20, 2010, |
| 12 |
| sending the $65 they charged each purchaser during the last 20 |
| 13 |
| days of December, only to find out that Secretary of State's |
| 14 |
| Office decided that, starting January 1, 2010, the State will |
| 15 |
| charge dealers $95 without the 20 day grace period for titles |
| 16 |
| and will demand an additional $30 per title; and
|
| 17 |
| WHEREAS, There will be no recourse for the dealer to go |
| 18 |
| back to the purchaser and dealers will be losing money at the |
| 19 |
| cost of the State; and
|
| 20 |
| WHEREAS, In the past increased title fees with altered |
