|

| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are pleased to congratulate Dennis Harris on |
| 4 |
| the occasion of his retirement as Deputy Chief of the Crystal |
| 5 |
| Lake Police Department on January 29, 2010; and
|
| 6 |
| WHEREAS, Dennis Harris graduated from Maine West High |
| 7 |
| School in 1972; he earned his bachelor's degree in law |
| 8 |
| enforcement administration from Western Illinois University in |
| 9 |
| May of 1976; and
|
| 10 |
| WHEREAS, Dennis Harris has had a long and distinguished |
| 11 |
| career in law enforcement; he began his career as a dispatcher |
| 12 |
| and Community Service Officer with the Palatine Police |
| 13 |
| Department in June of 1976, serving in that position until |
| 14 |
| August of 1977; he was employed with the Rolling Meadows Police |
| 15 |
| Department from August of 1977 until July of 1978; from July of |
| 16 |
| 1978 until January of 1983, he was employed with the East |
| 17 |
| Dundee Police Department as a Patrolman, Firearms Instructor, |
| 18 |
| and Communications Officer; and
|
| 19 |
| WHEREAS, On January 10, 1983, Dennis Harris accepted a |
| 20 |
| position with the Crystal Lake Police Department as a |
| 21 |
| Probationary Police Officer; in 1984, he was assigned to the |
| 22 |
| Emergency Services Team (EST) as a Tactical Officer; that same |
|

| year, he was assigned as a Field Training Officer; in 1989, he |
| 2 |
| was assigned to the EST Negotiators; in 1992, he was assigned |
| 3 |
| as a Range Officer for the department; in 1998, he was assigned |
| 4 |
| as a EST Marksman; that same year, he was appointed to serve as |
| 5 |
| a Department Training Officer, a position he held until 2003; |
| 6 |
| and
|
| 7 |
| WHEREAS, On May 8, 2000, Dennis Harris was promoted to the |
| 8 |
| rank of Sergeant; in 2002, he was appointed to serve as Records |
| 9 |
| Commander; in 2004, he was assigned to the McHenry County E-911 |
| 10 |
| Board; on September 27, 2005, he was promoted to the rank of |
| 11 |
| Deputy Chief, a position he held until his retirement; and
|
| 12 |
| WHEREAS, Dennis Harris was the organizer and coordinator of |
| 13 |
| the first 6 Crystal Lake Citizen Police Academies; in 2009, he |
| 14 |
| served as Acting Executive Director of Southeast Emergency |
| 15 |
| Communications; and
|
| 16 |
| WHEREAS, Dennis Harris has been the recipient of 6 |
| 17 |
| Commendations for his meritorious service with the Crystal Lake |
| 18 |
| Police Department; and
|
| 19 |
| WHEREAS, Dennis Harris is a member of numerous law |
| 20 |
| enforcement organizations, including the Illinois Tactical |
| 21 |
| Officers Association, the Midwest Regional Crisis Negotiators, |
| 22 |
| the Illinois Police Instructor Trainers Association, the |

| Illinois Crisis Negotiators Association, the Emergency |
| 2 |
| Telephone System Board, the Illinois Chiefs of Police, the |
| 3 |
| McHenry County Chiefs of Police, the American Society of Law |
| 4 |
| Enforcement Trainers, the International Law Enforcement |
| 5 |
| Firearms Instructors, the Police Marksman Association, the |
| 6 |
| Illinois Police Association, and the Northwestern University |
| 7 |
| Center for Public Safety Alumni Association; and |
| 8 |
| WHEREAS, Dennis Harris has been a resident of Crystal Lake |
| 9 |
| for 32 years; he and his wife, Christine, have been happily |
| 10 |
| married for 32 years; therefore, be it
|
| 11 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 12 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 13 |
| congratulate Dennis Harris on the occasion of his retirement |
| 14 |
| and wish him many happy and healthy retirement years; and be it |
| 15 |
| further
|
| 16 |
| RESOLVED, That a suitable copy of this resolution be |
| 17 |
| presented to Dennis Harris as a symbol of our esteem and |
| 18 |
| respect.
