HOUSE RESOLUTION

 
2     WHEREAS, According to the National Highway Traffic Safety
3 Administration, the month of December is National Drunk and
4 Drugged Driving Prevention Month; and
 
5     WHEREAS, Approximately 3 in every 10 Americans will be
6 involved in an alcohol-related crash at some point in their
7 lives; and
 
8     WHEREAS, Everyday, 36 people in the U.S. die and
9 approximately 700 more are injured in motor vehicle crashes
10 that involve an alcohol-impaired driver; in total, one death
11 occurs every 45 minutes; and
 
12     WHEREAS, In 2008, 11,773 people were killed in
13 alcohol-impaired driving accidents, accounting for nearly 32%
14 of all traffic-related deaths in the U.S.; drugs other than
15 alcohol (marijuana or cocaine) were involved in about 18% of
16 motor vehicle accident deaths; and
 
17     WHEREAS, In 2008, there were 363 alcohol-related driving
18 fatalities in Illinois, or 2.8 fatalities per 100,000 Illinois
19 citizens; and
 
20     WHEREAS, In 2000, the costs associated with

1 alcohol-related crashes in the U.S. were estimated at $114.3
2 billion, including $51.1 billion in monetary costs and an
3 estimated $63.2 billion in quality of life losses; and
 
4     WHEREAS, Legislation has proven effective in protecting
5 people from alcohol and drug-related accidents; Illinois is one
6 of many states leading the way in making roads safer through
7 strict legislation targeted at those choosing to drive under
8 the influence of alcohol or other drugs; therefore, be it
 
9     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11 designate the month of December as Illinois Drunk and Drugged
12 Driving Prevention Month in the State of Illinois and encourage
13 the citizens of this State to remember those who have lost
14 their lives in alcohol and drug-related fatal accidents; and be
15 it further
 
16     RESOLVED, That we restate our commitment to ensuring that
17 Illinois roads are safe and free from drivers under the
18 influence of alcohol and drugs; and be it further
 
19     RESOLVED, That suitable copies of this resolution be
20 delivered to the Secretary of the Illinois Department of
21 Transportation, the Director of the Illinois State Police, the
22 President of Women in Government, and the Executive Director of
