2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to honor Lisa Parker for her | ||||||
4 | commitment to excellence in broadcasting and for her service to | ||||||
5 | the Chicagoland community in the provision of cogent and | ||||||
6 | balanced analysis of consumer and public policy issues; and
| ||||||
7 | WHEREAS, Lisa Parker, a graduate of Northwestern | ||||||
8 | University's Medill School of Journalism, has had a | ||||||
9 | distinguished and award winning career in broadcasting; she was | ||||||
10 | the initiator of NBC5's Target 5 consumer-investigative unit, | ||||||
11 | which investigates both local and national consumer issues; and
| ||||||
12 | WHEREAS, Lisa Parker and her team were the first to bring | ||||||
13 | to the public's attention the existence of Section 41 of the | ||||||
14 | Metropolitan Transit Authority Act; Section 41 effectively | ||||||
15 | shielded the Chicago Transit Authority (CTA) from paying the | ||||||
16 | claims of accident victims if the accident victim failed to | ||||||
17 | fully comply with the written notice requirements set forth in | ||||||
18 | the Section; an accident victim's failure to comply with the | ||||||
19 | Section's notice requirements resulted in the dismissal of any | ||||||
20 | civil action against the CTA and forever barred the person from | ||||||
21 | filing a lawsuit based on that incident; and

22 | WHEREAS, Lisa Parker's investigative work also brought to |
| |||||||
| |||||||
1 | the public the plight of Merle Huckabee, a Hazel Crest | ||||||
2 | housewife whose life had been tragically altered on the basis | ||||||
3 | of a serious injury caused by a CTA bus and whose legitimate | ||||||
4 | injury claim was dismissed based upon Section 41; and
| ||||||
5 | WHEREAS, The vigilance of Lisa Parker and resolve of Mrs. | ||||||
6 | Huckabee helped lead to the eventual enactment of landmark | ||||||
7 | legislation by the Illinois General Assembly that eliminated | ||||||
8 | the notice requirements of Section 41 of the Metropolitan | ||||||
9 | Transit Authority Act, allowing legitimate claimants to have | ||||||
10 | their day in court to seek possible injury compensation; and
| ||||||
11 | WHEREAS, Lisa Parker should be commended for all of the | ||||||
12 | work that she has done advocating on behalf of consumers, for | ||||||
13 | providing vital information to the public on important topical | ||||||
14 | information, and for conducting her work with high ethical | ||||||
15 | standards; therefore, be it

16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
17 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
18 | honor Lisa Parker for her service to the public and her | ||||||
19 | commitment to excellence in broadcasting, and wish her | ||||||
20 | continued success and happiness in the future; and be it | ||||||
21 | further
