| WHEREAS, The members of the Illinois House of |
3 |
| Representatives are pleased to honor accomplishments in the |
4 |
| lives of citizens of the State of Illinois; and
|
5 |
| WHEREAS, Barbara Engel, a devoted activist in the area of |
6 |
| violence against women and girls for 35 years, has won the |
7 |
| Civic Engagement, Community Service and Community Organizing |
8 |
| Award from the University of Illinois at Chicago's Gender and |
9 |
| Women's Studies Program; and
|
10 |
| WHEREAS, Barbara Engel worked with a small group of |
11 |
| advocates in 1983 to draft and help enact into law |
12 |
| groundbreaking Illinois sexual assault legislation; and
|
13 |
| WHEREAS, Barbara Engel has been reappointed by every |
14 |
| Illinois Governor since 1991 to the board of the Illinois |
15 |
| Criminal Justice Information Authority, where she serves as a |
16 |
| public voice for victim services; and
|
17 |
| WHEREAS, In 1993, Barbara Engel was asked by Chicago Mayor |
18 |
| Richard Daley to write an innovative sexual harassment policy |
19 |
| for the City of Chicago and develop an implementation strategy; |
20 |
| and
|
|

| WHEREAS, Barbara Engel was a pioneer in the anti-rape and |
2 |
| domestic violence movements; she served as director of a rape |
3 |
| crisis center and created the first sexual assault prevention |
4 |
| program for the Chicago Public Schools; she is also the |
5 |
| co-author of protocols for the treatment of rape survivors and |
6 |
| battered women in hospital emergency rooms and protocols for |
7 |
| the Chicago Police Department's response to rape survivors - |
8 |
| which have since become national models; and |
9 |
| WHEREAS, In an effort to forge a bond between the worlds of |
10 |
| research and practice, Barbara Engel served as an advisor to |
11 |
| the Chicago Women's Health Risk Study and co-authored a |
12 |
| publication titled "The Chicago Women's Health Risk Study: |
13 |
| Lessons in Collaboration" in Violence Against Women; and
|
14 |
| WHEREAS, Barbara Engel has taken on the cause of |
15 |
| restorative justice by working to reform and transform the |
16 |
| juvenile justice system and strengthen the ability of |
17 |
| communities to resolve conflicts peacefully; and |
18 |
| WHEREAS, Barbara Engel is a co-founder of the Arab Jewish |
19 |
| Partnership for Peace and Justice in the Middle East, a group |
20 |
| that advocates for a peaceful resolution to the |
21 |
| Israeli/Palistinian conflict; and
|
22 |
| WHEREAS, Barbara Engel has been the recipient of numerous |
|

| awards, including the Women's Bar Association of Illinois' |
2 |
| Stephany Nawyn Visionary Award and the Glady Isser Award by |
3 |
| Shalva; therefore, be it
|

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
5 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
6 |
| congratulate Barbara Engel for winning the Civic Engagement, |
7 |
| Community Service and Community Organizing Award from the |
8 |
| University of Illinois at Chicago's Gender and Women's Studies |
9 |
| Program and wish her continued success in the future; and be it |
10 |
| further

| RESOLVED, That suitable copies of this resolution be |
12 |
| presented to Barbara Engel and the University of Illinois at |
13 |
| Chicago's Gender and Women's Studies Program as a symbol of our |
14 |
| affection, gratitude, and respect.
