| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are pleased to honor Dean Barrow for his work |
| 4 |
| as the Prime Minister of Belize and welcome him to the State of |
| 5 |
| Illinois during his visit to Waukegan on April 17, 2010; and
|
| 6 |
| WHEREAS, Prime Minister Barrow entered Belizean politics |
| 7 |
| in 1983; he became the nation's Minister of Foreign Affairs in |
| 8 |
| 1984; and
|
| 9 |
| WHEREAS, For many years, Prime Minister Barrow served as |
| 10 |
| the Leader of the Opposition, a position reserved for the |
| 11 |
| individual who, under the Belizean Constitution, "commands the |
| 12 |
| support of those elected officials who do not support the |
| 13 |
| government"; after the elections on February 7, 2008, Prime |
| 14 |
| Minister Barrow and his United Democratic Party won 25 of the |
| 15 |
| 31 seats in the Belizean House of Representatives; on February |
| 16 |
| 8, 2008, Prime Minister Barrow was designated as the nation's |
| 17 |
| first black Prime Minister; and
|
| 18 |
| WHEREAS, Prime Minister Barrow will be the keynote speaker |
| 19 |
| at the Concerned Belizeans, Inc. Annual Fundraiser at the |
| 20 |
| Bonnie Brook Golf Course in Waukegan on April 17, 2010; and |
| 21 |
| WHEREAS, Prime Minister Barrow serves as a model of hard |
