HOUSE RESOLUTION

    WHEREAS, The month of April is National Child Abuse 
3
Awareness Month, a month dedicated to raising community 
4
awareness about child abuse and neglect prevention; and
  
 
5
    WHEREAS, There is mounting evidence that validates the 
6
connection between child abuse and neglect and animal abuse and 
7
neglect; and
  
 
8
    WHEREAS, Empirical research has revealed that animal abuse 
9
in the home is an indicator of other forms of violence in the 
10
home; the utilization of this indicator of domestic violence 
11
facilitates law enforcement and prosecutor action; and
  
 
12
    WHEREAS, Enforcement action against a perpetrator of 
13
animal abuse and neglect has the effect of generating evidence 
14
against the perpetrator of violence against children; and
  
 
15
    WHEREAS, This cross-reporting initiative validates the 
16
occurrence of both domestic violence and animal abuse in the 
17
home; and
  
 
18
    WHEREAS, Caring individuals and groups within our State are 
19
launching an initiative to increase awareness of animal cruelty 
20
in our communities so that the citizens of this State can

recognize and join the fight against such abuse; therefore, be 
2
it

    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
4
NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
5
designate the month of April as Child Abuse Awareness Month in 
6
the State of Illinois; and be it further
  
 
7
    RESOLVED, That we recognize the existence of a connection 
8
between child abuse and animal abuse and urge the citizens of 
9
the State of Illinois to join the fight against both forms of 
10
abuse.
