HOUSE RESOLUTION

 
2     WHEREAS, As of June 2009, there are over 276 million
3 wireless cell phone subscribers in the United States, an
4 increase of 42% from 194 million in June 2005 and nearly 3
5 times more than the 97 million wireless subscribers in June
6 2000; and
 
7     WHEREAS, Over 600 billion text messages were sent in 2008,
8 nearly 4 times the number sent in 2006; and
 
9     WHEREAS, According to the recent National Motor Vehicle
10 Crash Causation Survey, 80% of all traffic incidents and 65% of
11 all near-crashes involved some type of distraction; and
 
12     WHEREAS, According to the National Highway Traffic Safety
13 Administration, nearly 6,000 people died in 2008 in incidents
14 involving a distracted or inattentive driver and more than half
15 a million people were injured; and
 
16     WHEREAS, According to data from the Fatality Analysis
17 Reporting System, driver distraction was reported to have been
18 involved in 16% of all fatal crashes in 2008, an increase of
19 12% from 2004; and
 
20     WHEREAS, The United States Secretary of Transportation

1 held a Distracted Driving Summit in September of 2009; and
 
2     WHEREAS, The Illinois General Assembly has taken steps to
3 decrease distracted driving in Illinois including prohibiting
4 a driver from text messaging behind the wheel; therefore, be it
 
5     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
7 recognize the effort by the United States Congress to combat
8 distracted driving through their declaration of April as
9 Distracted Driving Month and join in their efforts; and be it
10 further
 
11     RESOLVED, That we designate the month of April as
12 Distracted Driving Awareness Month in the State of Illinois and
13 encourage the people of the State of Illinois to consider the
14 lives of others on the road and avoid distracted driving.
