| HOUSE RESOLUTION
|
2 |
| WHEREAS, The literacy of citizens of the State of Illinois |
3 |
| is essential for the civil, social, and economic well-being of |
4 |
| the State of Illinois; residents' literacy and education skills |
5 |
| are required for individuals to reap the full benefit of |
6 |
| opportunities available in the State of Illinois; and
|
7 |
| WHEREAS, Both the national and global economy depend on |
8 |
| having a literate, skilled adult population; and
|
9 |
| WHEREAS, Many individuals who are unemployed, |
10 |
| underemployed, or have left high school, lack the literacy |
11 |
| skills to obtain and keep a job with a family-sustaining |
12 |
| income, continue their education, or participate in job |
13 |
| training programs; and
|
14 |
| WHEREAS, The education skills of parents and their ability |
15 |
| to read to their children directly impact the educational |
16 |
| success of children; and
|
17 |
| WHEREAS, Parental involvement is a key predictor of a |
18 |
| child's success and the level of parental involvement increases |
19 |
| as the education level of the parent increases; and
|
20 |
| WHEREAS, Many older people in the State of Illinois lack |
|

| the reading, math, or English skills to read a prescription and |
2 |
| follow medical instructions, endangering their lives and the |
3 |
| lives of their loved ones; and |
4 |
| WHEREAS, Illinois' economy is transforming to one that |
5 |
| demands new knowledge, skills, and credentials; given the |
6 |
| skills needed to compete in today's society, the need for a |
7 |
| pathway system that prepares learners to enter and succeed in |
8 |
| post-secondary education and employment is important; and |
9 |
| WHEREAS, Adult education services are needed now more than |
10 |
| ever; there are millions of Illinois residents who have either |
11 |
| not completed their high school education or lack the basic |
12 |
| literacy skills and language skills needed to obtain jobs in |
13 |
| Illinois; for these individuals, obtaining these skills |
14 |
| prepares them to enter middle skill jobs and post-secondary |
15 |
| education; and |
16 |
| WHEREAS, Through a diverse provider system and |
17 |
| collaboration with stakeholders to increase access to adult |
18 |
| education services, the Illinois Community College Board |
19 |
| envisions adult education as the foundation of a career pathway |
20 |
| system that prepares adult learners for economic self |
21 |
| sufficiency; the Illinois Community College Board is committed |
22 |
| to strengthening instructional programs and services that |
23 |
| equip students with the skills needed to successfully compete |

| in today's society; and |
2 |
| WHEREAS, The purpose of Adult Education is to assist adults |
3 |
| to become literate and to obtain the knowledge and skills |
4 |
| necessary for self-sufficiency employment; assist adults who |
5 |
| are parents to obtain the educational skills necessary to |
6 |
| become full partners in the educational development of their |
7 |
| children; and assist adults in the completion of a secondary |
8 |
| school education; therefore, be it
|

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
10 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
11 |
| declare the week of April 25, 2010 as Adult Education and |
12 |
| Family Literacy Week in the State of Illinois; and be it |
13 |
| further |
14 |
| RESOLVED, That we support the designation of Adult |
15 |
| Education and Family Literacy Week in the State of Illinois, |
16 |
| including raising public awareness about the importance of |
17 |
| adult education and family literacy and encouraging people |
18 |
| across the State of Illinois to support programs to assist |
19 |
| those in need of adult education and family literacy programs; |
20 |
| and be it further
|
21 |
| RESOLVED, That a suitable copy of this resolution be |
22 |
| presented to the Adult Education and Family Literacy program, |
