| WHEREAS, The members of the Illinois House of |

| Representatives are pleased to congratulate Pastor Jonathan |
| 4 |
| Byrd for being nominated to receive the 2010 Volunteer of the |
| 5 |
| Year Award from the Illinois Department of Corrections; and
|
| 6 |
| WHEREAS, Pastor Byrd serves as the leader of a team of |
| 7 |
| dynamic ministers at the Dwight Correctional Center; he and his |
| 8 |
| team also volunteer at the East Moline, Stateville, and Hill |
| 9 |
| Correctional Centers; and
|
| 10 |
| WHEREAS, Pastor Byrd is well known by his peers for his |
| 11 |
| intense style, humorous nature, and great honesty; and
|
| 12 |
| WHEREAS, Pastor Byrd was the founder of the Mighty X Men |
| 13 |
| and Women Ministries in Rockford, a program that helps over 200 |
| 14 |
| ex-offenders re-enter the community as productive citizens |
| 15 |
| each year; he conducts monthly chapel services and in-depth |
| 16 |
| workshops on biblical leadership at the Dwight Correctional |
| 17 |
| Center, utilizing the same curriculum he uses at workshops |
| 18 |
| around the world to educate the inmates at Dwight; he has |
| 19 |
| assisted with Dwight's Christmas Programs and has contributed |
| 20 |
| to the closet dress out program; he has also donated a great |
| 21 |
| amount of time to the Daughters of Destiny Chaplaincy Mentoring |
| 22 |
| Program to provide contacts, mentors, and resources to women |
