HOUSE RESOLUTION

    WHEREAS, After 30 years of dedicated service and 19 years 
3
as Deputy Majority Leader, State Representative Arthur L. 
4
Turner has decided to retire from the Illinois General 
5
Assembly; and
  
 
6
    WHEREAS, The members of the House of Representatives wish 
7
to congratulate State Representative Arthur L. Turner and thank 
8
him for his outstanding service to the people of the State of 
9
Illinois; and
  
 
10
    WHEREAS, State Representative Arthur L. Turner has served 
11
the State of Illinois and his constituents in the Ninth 
12
District with unprecedented distinction, compassion, skill, 
13
and aplomb throughout his entire career; and
  
 
14
    WHEREAS, State Representative Arthur L. Turner's 
15
independent mind and receptiveness to new ideas has made him 
16
one of the most respected members of this body; and
  
 
17
    WHEREAS, State Representative Arthur L. Turner has always 
18
been exceptionally fair and honest and able to work with 
19
members regardless of their party affiliation; and
  
 
20
    WHEREAS, State Representative Arthur L. Turner is held in

the highest regard by all who have come to know him; and

    WHEREAS, State Representative Arthur L. Turner, over his 
3
legislative career, has influenced major policies and 
4
legislation to the benefit of all Illinoisans; and
  
 
5
    WHEREAS, State Representative Arthur L. Turner has 
6
developed major policies like the Affordable Housing Trust Fund  
7
and the Donation Tax Credit, a national best practice model of 
8
government and private institution collaboration at work; and
  
 
9
    WHEREAS, State Representative Arthur L. Turner's strong 
10
work on issues of criminal and juvenile justice and strong 
11
commitment to human rights of the accused and incarcerated; and
  
 
12
    WHEREAS, State Representative Arthur L. Turner's 
13
commitment to quality education for our youth in Illinois and 
14
our urban communities has insured the growth and development of 
15
our State's future leaders; and
  
 
16
    WHEREAS, State Representative Arthur L. Turner's presence 
17
and work ethic will be deeply missed by all the members of the 
18
Legislature, staff persons, institutions, and organizations, 
19
who have had the pleasure to work with him throughout his 
20
career; therefore, be it

    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
2
NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
3
congratulate Illinois State Representative Art Turner on his 
4
retirement from this body and deeply thank him for his many 
5
years of service to the citizens of Illinois; and be it further
  
 
6
    RESOLVED, That a suitable copy of this resolution be 
7
presented to Illinois State Representative Art Turner as an 
8
expression of our respect and esteem.
