2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of Sarah |
4 | | Jane Clarke of Olive Branch, who passed away on June 28, 2010; |
5 | | and
|
6 | | WHEREAS, She was born December 23, 1931, in Mounds, the |
7 | | daughter of the late John R. and Mary Agnes Travers; she was |
8 | | married to Peter J. Clarke and was a member of St. Patricks |
9 | | Catholic Church in Cairo; and
|
10 | | WHEREAS, She was director of the Shawnee Development |
11 | | Council before her retirement; during a long and distinguished |
12 | | career she was also
a charter board member for Illinois |
13 | | Ventures for Community Action, that has expanded into a |
14 | | multi-million dollar lending arm for businesses; she served on |
15 | | the Illinois Community Action Association board; she was a |
16 | | member of the National Leadership Commission through the |
17 | | Department of Labor; she was Region 5 representative to the |
18 | | National Association of Counties (NACO); and she was Charter |
19 | | President for the Illinois Employment and Training |
20 | | Association; and
|
21 | | WHEREAS, In addition, she was a member of the National |
22 | | Association of Community Action Agencies; a Charter Members and |
|

1 | | Past Chairman of the Illinois CETA Director's Association; an |
2 | | original member of the SIDEZ board; a member of the original |
3 | | Manpower board in 1969; and a member of the IMTI (Illinois |
4 | | Management Institute); and |
5 | | WHEREAS, Her other activities on the local level included |
6 | | serving as past president of the Cairo Junior Woman's Club, |
7 | | past director of the Cairo Chamber of Commerce, past director |
8 | | of the Cairo Historical Association, past president of Xi Beta |
9 | | Beta Chapter of Beta Sigma Phi, past chairman of the Alexander |
10 | | County Democratic Women's Organization, captain for the |
11 | | Mother's March on Polio and Child Defects, chairman of the |
12 | | Korean War Memorial Fund, chairman of the Alexander Cerebral |
13 | | Palsy Drive, secretary and organizational chairman for the Red |
14 | | Cross Drive, serving as a leader in Brownie and Girl Scouting |
15 | | for seven years, chairman of the Alexander County Crippled |
16 | | Children Drive, and as a member of the President's White House |
17 | | Conference on Youth; and
|
18 | | WHEREAS, Mrs. Clarke was also well known for writing and |
19 | | obtaining grants which provided the original funding for the |
20 | | nutrition program, the Daystar nursing home, and the Southern |
21 | | Five Regional Planning Commission; and she was the recipient of |
22 | | the Harry Ring Outstanding Service Award; and |
23 | | WHEREAS, In addition to her parents, Mrs. Clarke was |

1 | | preceded in death by her son, Peter J. Clarke, Jr.; and
|
2 | | WHEREAS, Sarah Jane Clarke is survived by her husband, |
3 | | Peter J. Clarke; her three daughters, Mary Candace (Richard) |
4 | | Keates, Linda K. (Willis) Jackson, and Sally Ann Harrington; |
5 | | her two sons, John A. "Andy" Clarke and Judge Mark H. (Susan) |
6 | | Clarke; her brother, Charles Travers; her ten grandchildren; |
7 | | her four great-grandchildren; and several nieces, nephews, |
8 | | other relatives, and many friends; therefore, be it
|
9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
10 | | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
11 | | mourn, along with her family and friends, the passing of Sarah |
12 | | Jane Clarke; and be it further

13 | | RESOLVED, That a suitable copy of this resolution be |
14 | | presented to the family of Sarah Jane Clarke as a symbol of our |
15 | | sincere sympathy.
