2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Illinois State | ||||||
4 | University Chief of Police Ronald D. Swan on his retirement; | ||||||
5 | and
| ||||||
6 | WHEREAS, Prior to his appointment at Illinois State | ||||||
7 | University, he was chief of police in Monticello, and Beverly | ||||||
8 | Hills, Missouri; he is a graduate of the Municipal Police | ||||||
9 | Training Academy of St. Louis County, the Major Case Squad | ||||||
10 | Training School of Greater St. Louis, The Dignitary Protection | ||||||
11 | School of the United States Secret Service, the Institute of | ||||||
12 | Applied Science in Chicago, the National Institute Against Hate | ||||||
13 | Crimes and Terrorism, the Simon Wiesenthal Center in Los | ||||||
14 | Angeles, the Plenary Session National Institute Against Hate | ||||||
15 | Crimes and Terrorism, the New York Tolerance Center, and the | ||||||
16 | Advanced Training School of the Anti-Defamation League in | ||||||
17 | Washington, DC; and

18 | WHEREAS, Chief Swan is an elected member of the law section | ||||||
19 | of the British Academy of Forensic Sciences in London, England; | ||||||
20 | he holds an AAS degree in criminal justice from | ||||||
21 | Hannibal-LaGrange College in Hannibal, Missouri, a BS degree in | ||||||
22 | liberal studies and criminology from the University of the | ||||||
23 | State of New York, a BS degree in administration of justice |

1 | from the University of Missouri-St. Louis, and an MA degree in | ||||||
2 | urban affairs from Webster University-St. Louis; and
| ||||||
3 | WHEREAS, Chief Swan has also completed additional | ||||||
4 | post-graduate work at St. Petersburg University of the Ministry | ||||||
5 | of the Interior in St. Petersburg, Russia;
and
| ||||||
6 | WHEREAS, Chief Swan is the recipient of such awards as the | ||||||
7 | Police Medal of Distinction from the City Council of | ||||||
8 | Monticello; the Life Saving Commendation from the Jewish | ||||||
9 | Employment and Vocational Services of St. Louis; a Letter of | ||||||
10 | Commendation from Scotland Yard; a Diploma of Honor and Veteran | ||||||
11 | of Labor Medal from the Union of Soviet Socialist Republics; a | ||||||
12 | Law Enforcement Commendation Medal from the Sons of the | ||||||
13 | American Revolution; a Medal of Excellence in Service to Russia | ||||||
14 | 1 & 2 Order; a Distinguished Alumnus Award 1993, | ||||||
15 | Hannibal-LaGrange College; the Medal of Yuri Gagarin; and the | ||||||
16 | Medal Freedom of Russia, presented by President Boris Yeltsin's | ||||||
17 | representative; and | ||||||
18 | WHEREAS, Chief Swan was awarded the List of Honor by the | ||||||
19 | Ministry of the Interior of Russia for saving the lives of | ||||||
20 | three Russian citizens in 1993; Chief Swan received the | ||||||
21 | "Outstanding Part-Time Faculty Award" in the Social and Natural | ||||||
22 | Science Division 1996 to 1997 from Richland Community College, | ||||||
23 | the Reverend Dr. Martin Luther King, Jr. Human Relations Award |

1 | from the City of Bloomington in 2003, Illinois State | ||||||
2 | University's Strand Diversity Award in 2008, and the Roy | ||||||
3 | Wilkins Award of the NAACP in 2009; he is an active member of | ||||||
4 | the Bloomington/Normal Branch NAACP; and
| ||||||
5 | WHEREAS, Chief Swan will retire on November 30, 2010 and | ||||||
6 | will be honored at a retirement reception on November 17, 2010 | ||||||
7 | at the Bone Student Center at Illinois State University; | ||||||
8 | therefore, be it

9 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
10 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
11 | congratulate Chief Ronald Swan on his retirement and wish him | ||||||
12 | all the best in his future endeavors; and be it further
| ||||||
13 | RESOLVED, That a suitable copy of this resolution be | ||||||
14 | presented to Chief Ronald Swan as a symbol of our respect and | ||||||
15 | esteem.
