HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives are pleased to congratulate Phillip R. Ulmer, 
4McHenry County Probation and Court Services Department 
5Director, on his retirement, December 31, 2010; and
  
 
6    WHEREAS, He graduated from Milton College in 1969 with a 
7Bachelor of Arts degree in Sociology and received his Master of 
8Arts degree in Management from Webster College in 1980; and
  
 
9    WHEREAS, During his time with the McHenry County Probation 
10and Court Services Department, he was instrumental in the 
11computer automation of the department records, implementing 
12specialty adult probation services such as intensive 
13supervision, special drug, and DUI probation programs to 
14increase offender accountability and public safety; and
  
 
15    WHEREAS, The McHenry County Probation and Court Services 
16Department serves the 22nd Judicial Circuit and the citizens of 
17McHenry County; and
  
 
  
18    WHEREAS, Mr. Ulmer has been a  longtime member of the 
19Illinois Probation and Court Services Association and received 
20the Gene Hughes Service Award in 1980, for his distinguished 
21service; he also served as the Board Secretary for the Illinois

1Probation and Court Services Association from 1994 to 1998; 
2therefore, be it
  
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
4NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
5congratulate Phillip Ulmer on his retirement and wish him the 
6best in his future endeavors; and be it further
  
 
7    RESOLVED, That a suitable copy of this resolution be 
8presented to Phillip Ulmer as a symbol of our respect and 
9esteem.
